Description
Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, and all else necessary to complete the Multiple Award Construction Contract (MACC) competitive design build Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed contract for Keesler Air Force Base. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The work to be performed under this requirement will be general construction category but is not limited to maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, paving, painting, carpentry, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, sheet metal, concrete masonry, and welding. Work shall be performed in accordance with the terms and conditions of the contract, general provisions, specifications/drawings, and scope of work specified in any resultant delivery order issued during the life of the contract The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220 with a small business size standard of $28,500,000.00. The period of performance is for three years beginning with contract award. This is a competitive ?unrestricted? procurement using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government with performance significantly more important than price. Three (3) awards will be made as a result of this acquisition with two (2) of these contracts reserved for contractors participating in the 8(a), HUBZone, and/or Service-Disabled Veteran-Owned Small (SDVOSB) Business programs. The third contract will be awarded to the highest rated offeror regardless of business type. The guaranteed minimum is $5,000.00 and the maximum ordering limitation is $18,000,000.00 over the life of the contract. The minimum amount per task order is $2,000.00. Task Orders will be awarded using fair opportunity. It is anticipated the solicitation will be issued electronically (date not determined) on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or .exe.), MaxView/SourceView.exe, and AutoCAD. More information concerning these viewers can be found on the EPS website. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Prospective contractors are strongly encouraged to register in the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov . Registration requires applicants to have a DUNS number from Dun and Bradstreet and a MPIN is a 9-digit code containing at least one alpha character and one number. The contractor in your company?s CCR record creates the MPIN. It takes 24 to 48 hours after your registration in CCR, to be activated in ORCA.
