- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. No drawings, specifications, or schematics are available from this agency. Upon request, a Performance Work Statement (PWS) will be provided to interested offerors. The solicitation is W911SG-06-R-0006 and is issued as a Request for Proposal (RFP). Proposals are due by 17 Feb 06, 9:00 a.m. local time. SITE VISIT IS SCHEDULED FOR 9 Feb 06 at 0830 HRS, ASSEMBLY POINT BLDG 2445, CONFERENCE ROOM. The RFP will result in a firm fixed price performance based requirement contract. Performance will be evaluated by the following three (3) metrics: 1) Did the contractor provide the correct number of personnel as required on the training day? 2) Do the contractor personnel arrive on time to the assembly area at McGregor Range? 3) Do the contractor personnel arrive properly equipped to conduct OPFOR responsibilities? The performance period is from 1 Apr 06 through 31 Mar 07, plus four (4) one-year option years. This solicitation is 100% set-asid e for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 541990. The Directorate of Contracting, Fort Bliss, Texas is soliciting proposals to provide all labor and supervision necessary to provide the non-personal services of contractor personnel to serve as Opposing Forces (OPFOR) during tactical training conducted by the Power Projection Platform at Fort Bliss, TX. Assembly Area for contractor personnel is Meyer Range Complex located at McGregor Bas e Camp. Major responsibilities are to provide realistic OPFOR during Phase II and Phase III training using tactics, dress, weapons, and IED/UXO that are currently used by insurgents in the current Theater of Operations. The use of OPFOR will enhance the individual and collective training of units preparing to deploy to the current Theater of Operations and will assist in the training, coaching and mentoring of selected military forces from the Army, Navy, Marines and Air Force. Base Period: 1 Apr 06 th rough 31 Mar 07. CLIN 0001 Provide Non-Personal Services to include all labor and supervision to perform all work incidental to the equipping and preparation of personnel to serve as OPFOR during tactical training conducted by the Power Projection Platfor m at McGregor Base Camp. CLIN 0001 estimated at 40 EA. Option periods beginning 1 Apr 07 through 31 Mar 08 (and continuing up to three additional years) CLINS are the same as the Base Year and need to be priced separately. CLIN 0002 Provide training for contractor personnel. CLIN 0002 estimated at 40 EA, 2 days (Mar 30-31, 2006), est. 6 hrs each day (total of 12 hrs training). There are no options for CLIN 0002. Award of contract is subject to availability of funds. Exercising of option period will be subject to satisfactory contractor performance as evaluated by the Government and the availability of funds. Total price for evaluation purposes is determined by adding the total price of all CLINS/ sub-CLINS in the base period and all CLINS/sub-CLINS in the option periods. Copies of FAR clauses and provisions may be accessed via the Internet at www.arnet.gov. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The Government intends to evaluate proposals and make award without discussions. The following three factors, in descending order of importance, shall be used to evaluate offers: Price, Experience, and Past Performance. Experience and past performance, when combined, are less im portant than price. The Government will evaluate proposals for both amount of experience with similar contracts and quality of performance. 1) Price Offerors shall propose a p rice for each CLIN. 2) Past Experience refers to the amount and nature of the work your company has performed. 3) Past Performance refers to how well your company has performed that work. The Government will evaluate the submitted past performance i nformation required by FAR provision 52.212-1 and may use information from other sources to review offerors ability to perform the contract successfully. Required past performance information: Offerors shall submit three (3) references of relevant contr acts performed within the last five years (past and/or present), that are the same and/or similar to the size and complexity of this requirement. For each reference include the contract number, dollar value, contract office, agency name, contact numbers, period of performance, contracting officers name, telephone and fax numbers for each contract, customer name and phone number and description of service. Past performance data does not have to be through a government agency. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of o ptions shall not obligate the Government to exercise the option(s).
