Description
The U.S. Army Communications  Electronics Life Cycle Management Command and Program Manager, Night Vision  Reconnaissance, Surveillance, and Target Acquisition is conducting a market Survey. The Government intends to solicit in the near future for the FY06-FY10 full-rate production phase of the Long Range Advanced Surveillance System (LRAS3) program. The proposed acquisition is for an award of a 5 Year Multiyear with 2 Option Years for LRAS3 systems less the HTI SGF NV-80 B-kit; for the purpose of this document, these items will be henceforth be referred to as LRAS3. a. Description and Application The purpose of this procurement is to acquire the Long Range Advanced Scout Surveillance System (LRAS3) to meet the Armys production requirements. There are various configurations of the LRAS3 to be procured: Current Forc e configuration (M1025, M1114, M1151-P, Stryker Brigade Combat Team (SBCT) configurations (RV, FSV), and LRAS3 for the Knight M707 configurations. All configurations are addressed in the Performance Specification and Interface Control Document identified below. Current Force Configurations  The LRAS3 current force configurations are used to support the Army Scout mission. SBCT Configuration  The LRAS3 has two configurations that support the SBCT mission. The two LRAS3 configurations employed in the SB CT are the LRAS3 Reconnaissance Vehicle variant and the Fire Support Vehicle variant. Knight M707 Configuration - The LRAS3 Knight M707 configuration is used to support the Army Field Artillery mission. b. Performance Requirements The following Performance Specification contains the performance specifications that the supplier will need to meet to be considered fully qualified. The following Interface Control Document (ICD) contains the interfaces that the LRAS3 supplier will need to meet to be considered fully qualified. A3247000 - Interface Control Document (ICD) for the Long Range Advanced Scout Surveillance System d. Projected Quantity Requirements The projected LRAS3 quantities are as follows: Current Force Configuration  FY06 TBD; FY07 360; FY08 330; FY09 380; FY10 250; FY11 250; FY12 150; Additional may be required for SBCT Configuration and Knight M707 Conf iguration, Spares, Engineering Support, Maintenance, and Repair. To be considered fully qualified a prospective supplier will need demonstrate that their system meets the requirements of the Performance Specifications, Interface Control Documents, and that they can meet the total yearly production rates identified above as well as possible spares. This is a market survey to identify all parties interested in taking part in this entire effort as a prime contractor. Please provide the following information n o later than 15 February 2006. (Note the Government does not own a technical drawing package for this effort.) Brief summary of the company; Qualifications in Thermal Imaging/Infrared Multi-Sensor Technology for this effort or like efforts; Presuming a J uly 2006 contract award describe how you will meet project initial delivery of September 2007.
