- The US Army Corps of Engineers, Portland District, intends to award a contract for the rehabilitation of the 300-ton Powerhouse Bridge Crane at Detroit Dam and the 100-ton Powerhouse Bridge Crane at Big Cliff Dam located on the North Fork of the Sant iam River near Mill City, Oregon. The Detroit rehabilitation work includes, but is not limited to, providing new bridge drives, installation of new main and auxiliary hoist speed reducers and gearing, modifying main and auxiliary hoist drums, providing n ew wire rope, providing new bearings and seals, replacement of electrical equipment and controls, and minor structural repairs and modifications. The new hoist and travel drives will be variable frequency drives. The Big Cliff rehabilitation work includes, but is not limited to, providing new bridge drives, inspection and rehabilitation of main and auxiliary hoist speed reducers, replacement of auxiliary hoist drums, replacement of main and auxiliary hoist bull and pinion gearsets, providing electrical equi pment and controls, and minor structural repairs and modifications. The new hoist and travel drives will be variable frequency drives. Work also includes installing government furnished equipment. The cranes will be available to the Contractor starting in May 2006. The Detroit Crane must be fully operational no later than October 31, 2006 and the Big Cliff Crane must be fully operational no later than February 28, 2007. The magnitude of construct ion is $1,000,000 to $5,000,000. This is a Best Value Procurement. Evaluation and rating factors will be included in the solicitation when issued. Solicitation will be available on or about March 3, 2006 with proposals due on or about April 4, 2006 or 30 days after issue. The contact i s anticipated to be awarded in April 2006 and has a total contract period of approximately 10 months. A notice and link to download this solicitation via FedTeDs will be posted on the Federal Business Opportunity website when this solicitation, or technic al data package, is available for download. Any changes and/or updates to this procurement will be posted on the Federal Business Opportunity website: www.fbo.gov. Interested parties must register on FedTeDs, www.fedteds.gov, to download solicitation. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. For this project the person that will act as the SSHO is required to have a minimum of 3 years safety work with simil ar projects and a 30 Hour OSHA construction safety class, or equivalent, taken within the last 3 years. The SSHO may have other duties for this work that include being the Contractor on-site Project Manager and/or the on-site CQC Manager or other responsi ble individual.
