Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and one attachment. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ), Solicitation Number Q7350060001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The North American Industrial Classification System Code is 238220 and the small business size standard is $13.0 million. The proposed contract is set aside for small businesses. Notifications of any changes will be made on the internet. To receive an award, vendor must be registered at www.ccr.gov. The Government plans to award a firm fixed price contract without discussions resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is considered the best value to the Government, price and other factors considered. Offeror shall identify the manufacturer, specifications and warranty of the items offered. Offeror must submit a completed SF Form 1449 and complete an online Representations and Certifications application at http://orca.bpn.gov. SF Form 1449 and the full text of the cited FAR references can be located at http://www/acqnet.gov/far. The clause FAR 52.212-1 Instruction to Offerors-Commercial Items, FAR 52.212-2 Evaluation of Commercial Items, FAR 52.212-03 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items, appllies to this acquisition. Furnish and Install new cooling tower to replace existing. New Tower to consist of the following: New tower panels and structural elements shall be manufactured of hot-dipped galvanized steel. Tower shall include a basin reservoir with automatic float valve, water outlet basket strainer, blow off valve and water conductivity sensor. Fan blades shall be manufactured of aluminum or stainless steel. Fan motor support shall be made of galvanized steel, aluminum , or stainless steel. Fill material shall be PVC having a flame spread rating of a maximum of 5 per ASTM E84. Water distribution piping within the tower shall be manufactured of schedule 40 PVC. Nozzles shall be manufactured of plastic. Unit shall be furnished with variable frequency drive and controls to vary fan speed to maintain leaving water temperature (variable from 65F to 85F). VFD shall be furnished with input line reactor to reduce harmonics. Line reactor shall have 5% impedance minimum. Motors shall be premium efficiency (as designated by NEMA) and VFD rated. Motor shall be rated for 460/3/60 power. Factory furnished OSHA compliant access ladder for maintenance and inspection. Basin/sump heater to prevent freezing of water in basin. Heater shall include low water heater shut off control. Unit shall not emit sound at power levels (dB) above the following when measured five feet from the side indicated. See attachment for power levels. Tower shall be Model VTO-65-J as manufactured by Baltimore Aircoil or approved equal. 1 Lump Sum $____________________. Installation shall include: Disconnecting, disassembling and removing existing cooling tower. Assembling and mounting new unit on existing concrete and steel foundation system. Connecting piping to existing condenser water system. Connecting new tower to existing electrical system. Startup by factory trained technicians including checking motors, flow, adjusting nozzles. Analysis of water quality and setting water conductivity sensor to trip blow down system to avoid scaling/corrosion.
