- The purpose of this amendment is to change the period of performance, to start on 01 February 06 and end on 31 July 06.The proposed contract action is for supplies or services for which the Naval Medcial Center San diego intends to solicit with only one source, under the authority of FAR 6.302. Interested contractors/persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotes received February 01, 2006 @ 7:00am Pacific Standard time, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial item, prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures. This announcement constitutes the only solicitation; a written solicitation will not be issued PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00259-06-T-0022. The NAICS code is 541710. Period of performance: 01 February 06 to 31 July 06. Clin 0001 ? Non-personal services, to conduct and execute medical research IAW the Statement of Work. Qty: 6 months -$_________=$_________. All quoters shall include a completed copy of 52.212-3 with their quote. STATEMENT OF WORK ASSOCIATE RESEARCH TECHNICIAN SECTION C-1 CONTRACT SPECIFICATIONS 1.1 Scope of Work. The Department of Defense Spatial Orientation Center (DSOC) of Naval Medical Center (NMCSD), San Diego, conducts ongoing projects in auditory and vestibular research. The NMCSD wishes to engage the services of an inner ear Neuroanatomist and Electrophysiologist to provide dissection and quantitative analyses of animal inner ear tissue and conduct electrophysiological investigations into the pharmacologic prevention and treatment of inner ear injury by noise or chemical insults. The scope of duties for the research position is to plan, design, coordinate, write and conduct a series of experiments to evaluate issues regarding the mechanisms of noise-induced and chemically-induced inner ear injury and the use of drug treatments and/or chemical agents to prevent and rescue (recovery) inner ear function. Research worker will participate as an investigator and project leader in DOD and other granting agency-sponsored research and in other DSOC areas of research investigating inner ear therapies as well as regeneration of inner ear tissues to recover hearing and balance in small animal models. 1.2 Task Titles: The research worker will support the following tasks: ?Protection from Acute Acoustic Trauma with the Novel peptide AM-111 and BN82270 in the chinchilla model?, CIP # S04-128; ?Optimized oral treatment of acute acoustic trauma (AAT) in the chinchilla?, CIP#S-05-011; ?Targeted Delivery of Therapeutics by Magnetic Nanoparticles to the Inner Ear (in vivo investigations)?, CIP#S-05-010. 1.3 Independent Contractor. The services rendered by the Contractor are rendered in the capacity as an independent Contractor. The Government may evaluate the quality of both professional and administrative services for purposes of contract inspection and acceptance. The Government retains no direct control over contractor?s professional judgments. The Contractor shall be solely responsible for any and all liability caused by the acts or omissions of its agents or employees. The Contractor shall not in any manner represent or infer that it is an instrumentality or agent of the United States Government. The Contractor shall recognize the Commander, Naval Medical Center San Diego maintains administrative and operational responsibility for all activities within the command and may take such actions as necessary to preserve and maintain the integrity of the command, subject to the limitations prescribed by law and U.S. Navy Regulations. 1.3 Modifications. The Contracting Officer will designate and authorize an individual to act as Contracting Officer's Representative (COR). Any such representative appointed will be specifically designated by letter from the Contracting Officer. The COR exclusively represents the Contracting Officer in all technical phases of the work, but is not authorized to issue Change Orders, Supplemental Agreements, or direct any contract performance requiring contractual modification or adjustment. Changes in the scope of work can only be made by modification properly executed by the Contracting Officer. All observations made by persons other than the Contracting Officer or the COR are strictly advisory and shall not influence Contractor operations except for administrative requirements and responsibilities specified herein. 1.4 Brief Description of Services. The contractor will plan, write protocols, coordinate and conduct inner ear research as well as perform vestibular and auditory physiological tests, cell culture experimentation, data collection, statistical analyses, attend meetings and conferences to present research findings, and write manuscripts and reports. 1.5 Quality of Service. The services specified in this Statement of Work shall be performed in accordance with established principles and ethics of the scientific research profession. The quality of the research and analysis will meet or exceed the current recognized standards established and those other professional associations that specify standards of performance for the scientific research profession. The contract Research Technician shall adhere to the bylaws, policies, and procedures of the medical staff of the MTF, the directives, instructions, and notices of the MTF and Bureau of Medicine and Surgery, and applicable laws and regulations. SECTION C-3 GOVERNMENT FURNISHED PROPERTY AND SERVICES. 3.1 For services performed on site at the NMCSD, the government will provide, without cost to the contractor, facility, equipment, and supplies. 3.2 If the contractor deems that additional Government furnished property or services are required to perform, the Government will consider requests for such additional property or services. However, approval by the Government of such requests shall be contingent on available funds, in accordance with the mission of the MTF and the approval of the Commander, NMCSD. Denials of requests/delays in acquiring any additional property or services shall not be cause for Contractor nonperformance or claims under this contract. 3.3 Government property and services furnished to the Contractor shall be for the sole purpose of performance of contract requirements. Property and services shall not be removed from the Government installation. 3.4 Orientation. The Government will provide an eight-hour Command orientation for contract employees assigned to this contract. The orientation will take place within six months of contract award. Contract employees are required to attend this 8-hour orientation. If the successful contractor has previously attended this orientation, the requirement will be waived. 3.5 Motor Vehicles. All motor vehicles operated on these installations by the contract workers shall be registered with the base security service according to applicable directives. 3.6 Identification Badge. The contract workers shall display an identification badge, which includes the contract worker?s full name and professional status (furnished by the Government) on the right breast of the outer clothing. Security badges provided by the Government shall be worn when on duty. Upon termination, the contract worker will return identification badge to the COR/GPOC. SECTION C-4 CONTRACTOR FURNISHED ITEMS. 4.1 Supplies. The contractor shall furnish all supplies required to perform this contract except those listed as government furnished. 4.2 Insurance. Prior to start of performance, the contractor shall provide to the contracting officer proof that the required insurance has been obtained. Reference is made to clause 52.228-5 ?Insurance-Work on a Government Installation?. The insurance requirements specified will be applicable to the contractor and any subcontractors. The contractor shall comply with the Workers Compensation Insurance Laws of the State of California. SECTION C-5 SPECIFIC TASKS 5.0 General Principles: 5.1 The Contractor shall provide services compatible with the MTF?s operating capacity and equipment as determined by the Commander. 5.1.2 The Contractor shall provide services on-site at the NMCSD. 5.1.3 The Contractor shall perform services consistent with privileges approved by the Commander. 5.2 Specific Duties. 5.2.1 The contractor shall be involved in the daily planning and execution of the physiological, molecular and biochemical investigations into developing the strategies to prevent and treat noise-induced and chemically induced hearing loss and balance disorders. 5.2.2 The contractor will be asked to perform microsurgical procedures, physiological and histological studies investigating the effects of chemical and physical (noise) trauma on inner ear tissues. 5.2.3 The contractor will actively write and pursue funding from intra- and extramural sources to support research. Research worker will develop new inner ear drug delivery strategies using physiological and pharmacological studies to prevent and treat the injurious effects of chemical and physical (noise) trauma on inner ear tissues. 5.2.4 The contractor will participate as an investigator in other DSOC areas of research involving inner ear auditory and vestibular hair cell regeneration research in small animal models. These investigations will eventually lead to development of therapies and unique procedures to prevent, treat and reverse the damaging effects of these insults increasing warfighter effectiveness. 5.2.5 The contractor shall provide dissection of cochlear tissue, execute surface preparations of cochlear turns on glass slides, stain inner and outer hair cell nuclei, perform light microscopic assessment of prepped tissues, quantify the percentage of present and/or missing inner and outer hair cells, and archive the counts and data input into a specialized program to construct a cytocochleogram. 5.2.6 Contractor will be responsible for file management, quantization, construction of databases, production of cytocochleograms for inner and outer hair cells, reproduction of data graphically, descriptive statistics and reports to principal investigator. Workload occurs as a result of scheduled and unscheduled requirements. 5.2.7 The contractor will conduct electrophysiological studies into the prevention and treatment of inner ear injury and investigate the use of pharmacologic therapies to repair, restore and regenerate inner ear to recover hearing and balance function. 5.2.8 The contractor will write and construct programmed software protocols for collection of electrophysiologic data determining audiologic thresholds for different species of animals to include chinchillas, mice and other rodent models. 5.2.9 The contractor will also be responsible for performing in vitro experimentation utilizing neonatal organotypic tissue and cell cultures to investigate the effects of noise and chemical insults on cellular and molecular mechanisms of cellular damage and to develop methods and therapies to counteract the underlying damaging causes. Contractor will dissect the organ of Corti tissue from 3 day old mouse pups for our auditory hair cell regeneration and nanoparticle delivery studies) and maintain a viable in vitro preparation for 10-14 days. 5.3 All records produced in the performance of this contract and all evaluations of patients are the property of, and subject to the exclusive control of, the Government. The Contractor may retain a copy of all such records or evaluations, but may not provide further copies or disclose the information from such records or evaluations to third parties. All requests from other treatment facilities or other individuals for patient records shall handled in accordance with procedures specified by MTF instructions. SECTION C?7 OTHER PROVISIONS 7.0 Administrative Requirements 7.1 Hours of operation. Otolaryngology Department operating hours are 0700-1630. 7.1.1 Contractor services will not be required on the following federally established holidays: New Year?s Day, Martin Luther King?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran?s Day, Thanksgiving Day and Christmas Day. The government will not compensate the contractor for these periods of planned absences. 7.2 The contractor shall become acquainted with and obey all station regulations, shall perform in a manner to preclude the waste of utilities, and shall not use Government telephones for personal business. 7.3 Smoking is prohibited in the facility and is restricted to designated outdoor areas. 7.4 Problem Employees. 7.4.1 The Contractor shall not allow Contractor employees whose judgment is impaired by alcohol, drugs, or other mood altering conditions to perform under this contract. The Contractor shall immediately remove such employees and inform the COR. Further, the Government reserves the right to remove any employee, who in the judgment of a licensed physician, is impaired by drugs or alcohol. The Contractor shall provide a qualified replacement employee after contact with the COR. 7.4.1.1 Employees with alcohol or drug abuse problems may be allowed to return to this contract only with prior Government approval. 7.5 Confidentiality Of Information. Unless otherwise specified, all financial, statistical, personnel and/or technical data which is furnished, produced or otherwise available to the Contractor during the performance of this contract are considered confidential business information and shall not be used for purposes other than performance of work under this contract nor be released by the Contractor without prior written consent of the Commanding Officer via the COR. Any presentation of any statistical or analytical materials, or any reports based on information obtained from the studies covered by this contract, will be subject to review and approval by the Commanding Officer via the COR before publication or dissemination. 7.6 Disclosure of Information. Neither the Contractor nor Contractor employees shall make any disclosure regarding the contract, the MTF or MTF patients, employees or staff members without prior approval of the Commanding Officer. All inquiries from the media shall be forwarded to the MTF Public Affairs Officer. 7.7 The Contractor and Contractor employees shall make no use of any Government facilities or other Government property in connection with outside employment. 7.8 The Secretary of the Navy has determined that the illegal possession and use of drugs and paraphernalia by Contractor employees in the military setting contributes directly to military drug abuse and undermines command efforts to eliminate drug abuse among military personnel. The policy of the Department of the Navy (including the Marine Corps) is to deter and detect drug offenses by contract employees on military installations. Measures to be taken to identify drug offenses on military installations, and to prevent introduction of illegal drugs and paraphernalia, include routine, random inspections of vehicles on entry or exit, with drug detection dog teams, when available, and random inspection of personal possessions on entry or exit. When there is probable cause to believe that a Contractor employee on board a Naval or Marine Corps installation has been engaged in use, possession or trafficking of drugs, that employee may be restricted or detained for the period necessary until he can be removed from the installation or can be turned over to local law enforcement authorities having jurisdiction, as appropriate. When illegal drugs are discovered in the course of an inspection or search of a vehicle operated by a Contractor employee, the employee and vehicle may be detained for a reasonable period of time necessary to turn the employee and the vehicle over to appropriate civil law enforcement officials, and action may be taken to suspend, revoke, or deny clinical privileges as well as installation driving privileges. Implicit with the acceptance of this contract is the agreement by the Contractor and his employees to comply with all Federal statutes, laws and regulations, including those regulations issued by the commander of the military installation. 7.9 The Contractor shall comply with all fire prevention measures prescribed in the installation fire protection regulations that are in or may be put into effect during the course of this contract. Copies of these regulations are on file in the office of the Head, Operating Management Department or with the COR. The Contractor shall be liable for loss of Government property attributed to negligent or willful misconduct of the Contractor or his employees, including failure to comply with the fire prevention measures prescribed in the aforementioned regulations. At the close of operations each day, the Contractor shall be required to make a thorough inspection in each work area to determine that all necessary safeguards relative to probable fire hazards are in effect. The Contractor shall familiarize his employees with the aforementioned fire regulations, location of fire reporting telephones near work sites, and correct fire reporting procedures. The Contractor and his employees shall be cognizant of and observe all requirements for handling and storing combustible supplies and materials, daily disposal of combustible waste, trash, etc. SECTION C-13 PERSONNEL QUALIFICATIONS 13.0 Contractor Qualifications 13.1Contractor needs to be uniquely qualified to dissect, make surface preparations of cochlear tissue, to perform histochemical and immunologic stains, and count auditory hair cells. 13.2 Contractor can either write new programs or utilized existing computerized programs that are specifically developed for counting auditory hair cells to accomplish the requirement. 13.3 Contractor must have extensive experience in anatomy and histology of the inner ear of rodent species, including chinchilla, rat, guinea pig and the adult and neonatal mouse. Contractor has extensive experience in histological quantification of the inner ear tissues of these species. 13.4 Contractor must have experience with performing histological work for research involved in specialized compounds that protect and treat cochlear injury and hearing loss such as antioxidants and anti-apoptotic agents. 13.5 Contractor has written programs and has extensive experience with Tucker Davis Technologies (TDT) and Intelligent Hearing Systems equipment to perform electrophysiological measurements for inner ear function. 13.6 Contractor has experience in organotypic tissue and neonatal mouse pup cell culture investigating the mechanisms into inner ear cellular injury caused by noise or chemical insults. 14.0 PLACE OF PERFORMANCE: Contractor will work in NMCSD laboratories and Animal Research Facilities.
