- The Government intends to negotiate a Commercial Firm Fixed Price type contract for Civilian Employee Assistance Program (CEAP) services. The contractor shall provide employee assistance services for problems concerning marital and interpersonal discord, legal/financial difficulties, alcohol and/or drug abuse (including referrals related to the Drug-Free Workplace Program), emotional problems, family concerns, job stress, and assessment/counseling/referral/diagnostic interview/follow-up services, and supervisory and statistical data under the auspices of the Civilian Employee Assistance Program (CEAP) to civilian employees who are provided services by Human Resources Office, Norfolk. Also included are dependents and household members of these civilian employees. This is a Performance Based Services procurement that is a 100% Small Business Set Aside. The NAICS code applicable to this procurement is 813319. The size standard is $6.0 million. The period of performance consists of a base period of six months with four twelve-month option periods. The anticipated start date is April 1, 2006. This requirement is a follow-on to N00189-01-P-0103 awarded to GHE Healthcare Inc., 5 Brighton Knolls Court, Brinklow, MD 20862. The acquisition method will be source selection procedures with an award based on the best value concept. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. When the Request for Quote (RFQ) is issued, it may be downloaded by accessing http://www.neco.navy.mil or at http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. It is anticipated that the solicitation will be posted on or about 8 February 2006. By submitting a quote, the offeror will be self certifying that neither the principal corporate officials or owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The Contracting Officer reserves the right to conduct verbal or written discus sions with respect to other than price with the offerrors at anytime prior to award.
