- The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), is seeking contractors capable of providing support for the Climate Protection Partnerships Division?s (CPPD?s) Utility Policy and Programs Support requirement. The objective of this requirement is to provide a broad level of support across the suite of clean energy programs that CPPD manages to Clean Energy Program Administrators (CEPAs), including investor-owned utilities, municipals, cooperatives, states, and third-party program administrators. Required support may include providing: (1) responsive customer service as well as upselling a suite of energy efficiency opportunities to more than 350 CEPAs nationally that currently partner with ENERGY STAR; and (2) conducting policy, financial, and technical analysis; research; and outreach relating to CEPA clean energy policies and programs. The majority of the work will be to provide services for (1) above, namely ENERGY STAR program implementation, and related energy efficiency partner support. Interested parties must submit the following information by February 17, 2006 to Heather Scanio at scanio.heather@epa.gov for inclusion in the potential source list: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Business classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc); (4) any GSA Schedules which may be applicable to this requirement; (5) any available small/large business partnership arrangements; and (6) a capabilities statement. The capabilities statement must (1) clearly address the vendor?s knowledge of local/regional/national electricity and natural gas markets, utility policy, and utility regulatory issues; (2) address the contractor?s ability to service stakeholders in diverse locations throughout the United States; (3) address the contractor's technical and personnel experience as it relates to all subject areas described in the draft Statement of Work; (4) provide examples of relevant technical and personnel experience; and (5) identify the tasks it will achieve using in-house staff and the tasks it will achieve using partnering arrangements or subcontractors. The EPA does not want full-scale proposals. Please limit responses to ten (10) pages, single-spaced, size 12 font and only provide the information requested in this paragraph. DEPENDING ON THE RESPONSES TO THIS MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE, IN WHOLE OR IN PART, FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION OR GSA SCHEDULE. No feedback or evaluations will be provided to companies regarding their individual capabilities statement.
