Description

The Pension Benefit Guaranty Corporation /Communication and Public Affairs Department (CPAD) require services of a Freedom of Information Act (FOIA) consultant. Solicitation number RQ-33-05-000008 Contractor will assist PBGC FOIA staff three days per week for eight hours per day. This contract will last a period of up to twelve months from the date of award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular #6. The Contractor shall process for review and signoff by PBGC?s Disclosure Officer all subpoenas processed under FOIA. Processing includes collection of all relevant records, review, making required redactions and preparation of cover letter listing any exemptions relied upon as well as providing appeal rights. In addition, contractor will process court orders (collect all relevant PBGC records, review material and develop appropriate cover letter for Disclosure Officer?s signature) for PBGC documents. Additional duties will include review of administrative records prior to submission to court by PBGC, assisting in certification of PBGC records for presentation in court and processing of requests for PBGC documents made by pension plan participants in PBGC trusteed pension plans. Interested parties are responsible for monitoring the site to assure that they have the most up to date information about this acquisition. Paper copies of the solicitation and associated amendments will not be available. All interested parties are encouraged to submit a proposal for consideration by the PBGC. It is estimated that the solicitation will be released on or about February 15, 2006.
