Description
PRE-SOLICITATION SYNOPSIS: THIS IS NOT A SOLICITATION. The Environmental Protection Agency (EPA), Office of Superfund Remediation Technology Innovation (OSRTI) has a requirement for Superfund Management Office (SMO) support. This requirement will provide technical, operational, and administrative support for specific and evolving programmatic needs to the Analytical Services Branch (ASB). ASB is responsible for the management of EPA?s national environmental laboratory analytical services. The primary programs for this support are EPA?s Contract Laboratory Program for routine chemical analyses, the Non-Routine Analytical Services program, and analytical services to support evolving Agency needs for non-traditional environmental sample analyses. The NAICS code for this acquisition is 541614. The contractor will be required to perform SMO support according the requirements set forth in the Performance Work Statement (PWS) Superfund Management Office Support, and in accordance with the terms and conditions of the resulting contract. The draft PWS, along with a draft version of the Request for Proposal (RFP), is posted at http://www.epa.gov/oamsrpod/lasc/smo/index.htm. The Agency expects to finalize the PWS prior to release of the actual RFP. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the RFP, amendments, and other related items for this procurement will be posted at http://www.epa.gov/oam/srpod, with notice posted on fedbizopps.com. Solicitation PR-HQ-05-13020 will be issued as an RFP on or about February 16, 2006. Interested offerors are required to download the RFP and all related documents from this website. No printed copies of the RFP will be distributed. Offerors will be evaluated on factors which may include personnel, technical approach, past performance, corporate experience, Small Business participation and price.
