Description

MODIFICATION - The due date has been extended by TWO WEEKS; the new due date is February 17, 2006. The Pacific Northwest Division of Battelle Memorial lnstitute (Battelle) on behalf of the Department of Energy, is seeking competitive proposals from interested commercial financial institutions to provide banking services under the payments cleared financing arrangement, for the following four Hanford Site Prime Contractors' to the US Department of Energy (DOE). Battelle Memorial lnstitute (BMI) Fluor Hanford, Inc (FH) CH2M Hill Hanford Group (CHG) Washington Closure Hanford (WCH) The Automated Standard Application for Payment (ASAP) system is utilized by the Federal Government for paying grants, contracts and other programs. Under a payment cleared financing arrangement, the Contractor issues payments for program costs. When the payments are cleared by the financial institution, the financial institution draws on an ASAP 1031 account at the Federal Reserve Bank of Richmond. The amount of the drawdown calculated by the financial institution should be sufficient to maintain the account balance net positive and as close to zero as administratively possible. To receive sameday credit from the Federal Reserve, the financial institution ascertains the amount of payment items received for payment net of the amount of any deposits and submits an online payment request to the Federal Reserve Bank of Richmond by 5:45 p.m. Eastern time. The financial institution shall be compensated by direct payment of fee. A detailed description of the services to be provided, instructions for the submission of proposals and other pertinent documents including a sample agreement between the financial institution, the Government, and the Contractors are included in the RFP. Battelle and a Source Selection Committee of the other Hanford Contractors shall award the agreements on behalf of the Hanford Contractors identified above, using the payments cleared funding method to a single financial institution. The award shall result in four Special Financial lnstitution Account(s) Agreements between each Hanford Contractor, DOE and the Financial Institution. The Special Financial lnstitution Account(s) Agreements shall be for an initial two-year period with three one-year options for a total of five years, if the options are exercised.
