- This solicitation is currently being placed on hold pending changes to the specification, as such, quotes are no longer being accepted. A second amendment issuing specification changes and extending the quote due date will be issued at a later date. NOTE: It may become necessary to cancel this requirement in its entirety. If this occurs, an amendment will be issued to inform potential quoters.************************* This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The request for quote (RFQ) number is EA133M-06-RQ-0194. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-06. The applicable NAICS number is 333923 and the small business size is $14.0 million annually. This requirement is 100% set aside for Small Business. When the solicitation is posted it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. Vendors are asked to provide their (DUNS) Dun and Bradstreet nine digit number along with their quotation. The National Oceanic and Atmospheric Administration has a requirement to provide all labor and material to provide and install a new winch and hydraulic power unit (HPU) on the NOAA Ship DELAWARE II located at 166 Water Street, Woods Hole, MA 02543. The order will be awarded based on price and other factors using Simplified Acquisition Procedures in accordance with FAR Part 13. Vendors should include warranty terms and conditions and prompt payment discounts with their quote. Vendors are reminded to submit their Representations and Certifications in accordance with FAR 52.212-3. -START OF SPECIFICATION- 1. WINCH and HPU Fabrication and Installation 1.1 References (a) NOAA Drawing DE-180-13, “Constant Tension Winch Foundation” 1.2 Government-Furnished Material 1.2.1 None 1.3 Requirements 1.3.1 General a. All of the equipment noted below that is required to be supplied by the contractor shall be rated for marine use in a saltwater environment. All design work shall keep in mind that the winch and HPU will be used year around. 1.3.2 Provide a Pullmaster model M12 winch (or equal) and a hydraulic motor, hydraulic pump, electric motor, controls, filters, hoses, and a hydraulic reservoir to operate the winch in accordance with the winch manufacturer’s recommendations. The contractor shall install the new winch and attached hydraulic motor onto a new foundation being fabricated to support the new motor. The contractor shall provide stainless steel fasteners to install the winch. 1.3.3 The winch hydraulic power unit (HPU) and associated equipment, i.e. hydraulic pump, electric motor, reservoir, etc., shall be fabricated on a single skid and must be capable of fitting on the existing constant tension winch foundation on board the ship per reference (a). The reservoir shall be sized for continuous use of the new winch. The electric motor shall be a totally enclosed, fan cooled motor. The electric motor shall be 208-240/480 VAC, 3 phase, and 60 hertz. 1.3.4 Provide and install hydraulic hoses from the HPU to the new winch. All hydraulic hoses required to operate the new winch shall have quick disconnect stainless steel fittings. 1.3.5 Provide and install new wire rope of sufficient size to withstand the maximum line pull of the winch and in accordance with the manufacturer’s recommendation. The wire rope provided shall be 100 feet in length. 1.3.4 The contractor shall provide and install all controls necessary to operate the winch. The controls to operate the winch shall be electric and installed in the winch control booth and next to the net reel foundation located on the aft main deck. The controls provide shall allow the winch/HPU to be started and stopped from inside the winch control booth and locally by the net reel on the aft deck. 1.3.5 Provide and install a motor controller for starting the electric motor. The new motor controller shall be a NEMA 4x Enclosure. The electric motor shall be able to be started and stopped at the motor controller. 1.4 Quality Assurance 1.4.1 An operational test of the new winch and HPU shall be performed after all of the equipment has been installed. The contractor shall provide a representative to be onboard the ship during the testing period. Demonstrate that the winch can be started and stopped from all three locations and that the controls in the control booth and next to the net reel operate the winch properly in the haul in and pay out modes. All deficiencies will be noted and repaired. 1.5 Notes 1.5.1 Weigh the winch and HPU and note the weights in a condition report. Provide the COTR with the condition report. 1.5.2 Provide four copies of the manufacturers’ installation instructions, operation/maintenance manuals, parts books, and copies of all warranties to the COTR. Provide four copies of the one-line drawings of the hydraulic system. 1.5.3 The new winch must meet the following specifications (minimum): a. Cable Drum Dimensions: Barrel diameter: 7.63 inches Flange diameter: 14.63 inches Barrel length: 10 inches b. Cable Storage Capacity: 222 feet of 5/8 inch wire c. Maximum Operating Pressure: 2200 psi d. Maximum Operating Volume: 50 (US) gpm e. Minimum Operating Volume: 17 (US) gpm f. Drum Torque At Maximum Pressure: 50,000 lb-in g. Line Pull At Maximum Pressure: Bare Drum: 12,121 lb Full Drum: 7,143 lb h. Hydraulic Hoses: Pressure lines: Equivalent to SAE 100R12-20 Circulation return lines: Equivalent to SAE 100R4-12 Circulation supply lines: Equivalent to SAE 100R6-6 -END OF SPECIFICATION- The installation of the Winch and Hydraulic Power Unit shall commence February 24, 2006 and be completed on or before February 27, 2006. It is anticipated that a purchase order will be awarded on or about February 1, 2006. The work shall be accomplished on board NOAA Ship DELAWARE II while the vessel is dockside at NOAA Woods Hole Facility, 166 Water Street, Woods Hole, MA 02543. The vessel may be visited from February 8 -10, 2006 by contacting Ken Marston at 508-495-2347. Wage Determination No. 1994-2259 (Rev 20) applies to this acquisition. FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (5), (14), (15),(17), (18), (19), (20), (24), (31) and (c) (1). The applicable employee class is 23430 with a monetary wage/fringe benefit of $21.01. No other additional contractual terms and conditions are applicable. No Defense Priorities and Allocations System (DPAS) rating are assigned.
