- Description
- The USDA, APHIS contracting office intends to award a sole source contract to Communications Engineering Company for the routine maintenance and emergency repairs of the existent Lenel access control and detection system and Pelco closed circuit television system at the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Veterinary Services (VS), Center for Veterinary Biologics and National Veterinary Services Laboratories facilities located in Ames, Iowa. The contractor will be responsible for providing all routine maintenance and emergency repairs of the Lenel access control and detection system and the Pelco closed circuit television system. Communications Engineering Company, a Lenel certified Value Added Reseller (VAR) is the contractor that installed the Lenel and Pelco systems at the USDA, NVSL facilities. The routine maintenance and minor repairs of this Lenel system needs to be completed by a Lenel certified VAR in order for the Lenel warranties to remain valid. In addition, in order for the contractor installation warranties to remain valid throughout the warranty period, the maintenance, repairs, and installations need to be completed during this period by the actual contractor that warranties the system. Therefore, this sole source award is being made pursuant to FAR 6.302-1, only one responsible source and no other service will satisfy agency requirements due to the substantial duplication in cost that would not be recovered through competition if the Government were to award to a different contractor. APHIS intends to award an indefinite delivery indefinite quantity contract for the maintenance service and a time and materials contract for the repairs. The estimated value of the five year contract is under $500,000.00. Numbered note 22 applies to this acquisition.
