- (i) This is a Combined Synopsis/Solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will NOT be issued. This combined synopsis/solicitation will result in a firm fixed price commercial supply contract. Simplified procurement procedures will be used per Federal Acquisition Regulation (FAR) Part 13. (ii) This combined synopsis/solicitation request for quotation (RFQ), APWSAVFC-0013-6, is issued as total small business set-aside. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-07. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text (iv) The NAICS code is 315999 and size standard is 500 employees. (v) This combined synopsis/solicitation contains 2 contract line item numbers (CLIN): CLIN 0002, for the purchase of 95 Military Style Royal Blue Flight Suits, Quantity and sizes: Qty 5-38R, Qty 5-40R, Qty 5-42T, Qty 7-42R, Qty 12-44R, QTY 8-44T, QTY 12-46R, QTY 8-46T, QTY 9-48R, QTY 7-48T, QTY 2-50R, QTY 8-50T, QTY 1-52R, QTY 6-52T; CLIN 0002: 224 pair of military style Gloves, Quantity and sizes: One pair size 8, Seventy-five pair Size 9, Seventy-seven pair size 10 & Seventy-one size 11. Offeror to provide pricing on CLIN 0001 and CLIN 0002 in accordance with section (vi) of this combined synopsis. (vi)The minimum requirements/specifications for CLIN 0001 are as follows: The Flight suits shall be royal blue, military style, long sleeve, 5 oz twill weave, zippered pockets located on thigh, chest and legs; sleeve pocket, hook and loop sleeve, waist and Nametag tabs; two way front zipper, side entry zipper and fabric made from Nomex IIIA, brand name or equal; CLIN 0002 requirements will be Military style, NOMEX fiber (brand name or equal) with leather palms. (vii) Deliverables and acceptance of deliverables will be FOB destination, USDA, APHIS Wildlife Services/ National aviation program training center/ 2280 West Aviation Way / Cedar City, UT 84720. (viii) The following FAR provisions and clauses are incorporated by reference and can be found in full text at www.arnet.gov/far: 52.212-1 Instructions to Offerors - Commercial Items. (ix) 52.212-2 Evaluation--Commercial Items; where the following text shall be added to paragraph (a) of the provision: The following factors shall be used to evaluate offers: technical capability, past performance and price. The following technical factors shall be used to evaluate offers quality, warranty and delivery. Responses should include detailed product descriptions with photographs and pricing information. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. Additional guidance on price is provided under 52.212-1 section (g). (x) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. (xi) The clause at 52.212-4, Contract Terms and Conditions?Commercial Items applies to this acquisition as do the addenda attachments. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
