Description
The Natural Resources Conservation Service in North Carolina announces a Request for Proposal (RFP) for State Certified General Real Property Appraisal firm interested in contracting for Appraisal services in various locations throughout North Carolina. THIS PROCUREMENT IS UNRESTRICTED and is therefore open to all businesses regardless of size. The Primary North American Industrial Classification System Code (NAICS) is 531320, which has a size standard of $1.5 million in average receipts. The Government contemplates the award of possible multiple Firm-Fixed Price; Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts resulting from this competition. The initial contract period will be from the date of contract award to September 30, 2006 and the Government may, at its option, extend the contract by exercising each of four (4) one year renewal options. Work under each of the contracts will be subject to individual delivery/task orders. Appraisers shall be State Certified General Real Property Appraiser, or obtain a temporary practice permit, in North Carolina and be in good standing with the licensing authority where the credential was issued. Appraisers must have demonstrated competency in compliance with USPAP in conducting appraisals of agricultural properties with and without conservation easements of the requested type. All appraisals completed for this program shall comply with USPAP, Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA aka Yellow Book) and Supplemental Standards as issued by NRCS. Include pricing for those types of appraisals in the geographic areas that you are interested in performing. (NOTE: It is not necessary to bid on all items to be considered for an award.) In addition, please provide: documentation of appraisal education courses attended, such as eminent domain or conservation easements, and Yellow Book course; a minimum of three references; the counties or location preferences for appraisals; and, the counties or location preferences for review appraisals. All contractors must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov. The CCR Customer Assistance Center can be contacted toll free at: 1-888-227-2423. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer, may cause rejection of your offer. Prospective contractors also must complete electronic annual representations and certifications at http://orca.gpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. (see FAR 4.1102). Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The solicitation will be posted at this web site and available for downloading on or about February 8, 2006. Hard copies of the solicitation and any amendments will not be available or issued.
