- The National Oceanic and Atmospheric Administration(NOAA) plans to negotiate a single source order using simplified acquisition procedures with Macro International, Inc., Beltsville, Maryland under the authority of 41 U.S.C. 253c(1) as implemented by FAR 6.302-1. This services order will be procured in accordance with the Federal Acquisition Regulations (FAR) Parts 12 and 13, through Federal Acquisition Circular (FAC) 2005-08. The purpose of this acquisition is to procure services required by the Magnuson-Stevens Fishery Conservation and Management Act statutory authority, to conduct a continuous Marine Recreational Fisheries Statistic Survey (MRFSS) and provide summaries of the data collection. The services are needed beginning February 15, 2006 for the data collection period of March-April 2006. The MRFSS, in operation since 1980, is one of several components of a complex multi-survey data collection program. No other vendor, at this time, can provide the services absent the necessary start-up time to conduct data preparation, without incurring significant mobilization expenses and duplication of investment. The government intends to issue an order to permit the 2-month data collection period, plus an additional 3-month period for the preparation and submission of the final data report(s). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A justification for other than full and open competition (JOFOC) is on file. Reference number: NFFK0000-6-00147.
