- This RFIC is being issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFIC or to otherwise pay for information received in response to this RFIC. All information received in response to this RFIC that is marked "Proprietary" will be handled accordingly. Responses to the RFIC will not be returned. Information provided in response to this RFIC will be used to assess alternatives available for determining how to proceed in the acquisition process. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFIC are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFIC. This Request for Industry Comment (RFIC) is being issued in accordance with Federal Acquisition Regulations (FAR) Subpart 8.4 and with the General Services Administration's (GSA) Federal Supply Service's (FSS) Multiple Award Schedule (MAS) program. The Department of Education's (ED's) acquisition strategy is to conduct a competitive procurement utilizing Federal Supply Schedules, amongst small businesses on Schedule 70. In formulating the acquisition strategy, ED is seeking industry expertise to evaluate the feasibility of this task as well as provide any comments or suggestions that may help to better define the objectives of this task. Please feel free to comment on any aspects of the Draft Statement of Work attached. Recommend the type of information your company would like to see in the Statement of Work and any other pertinent Requirements Documents that would allow your organization to effectively scope and price the effort. Provide your business size and any additional company information that you have determined is relevant.The Government is receptive to innovative and creative solutions. The resultant award shall be a small-business set aside, subject to all the terms and conditions of the contractor's Schedule 70 contract. RFIC submissions shall not exceed 20 pages (text, graphic, tables, etc.) and shall address each element provided in the DSOW. See Numbered Note 1. Thank you very much for your assistance.
