- This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Affymetrix, Inc. for upgrade of our existing fludics and hybridization station, in accordance with format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-#6008. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08 dated 1/5/06. This acquisition will be processed under FAR Part 12, Simplified Acquisition Procedures (SAP), Acquisition of Commercial Items and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. SCHEDULE: The National Institute of Allergy and Infectious Disease (NIAID), Rocky Mountain Laboratories (RML), has been charged with performing basic research contributing to the development of diagnostic reagents, therapeutics and vaccines against human bacterial pathogens. Upgrade of our existing Affymetrix hybridization and fluidics station for Megallele compatibility is mandatory for the purpose of analyzing Malaria SNPs through a collaborative effort with NIAID scientists, and to assist in our goals here for RML RTS. This upgrade shall include the following requirements: 1) The contractor shall provide to the RML services to upgrade our exisiting Affymetrix Work station enabling it to run 4(four) color targeted genotyping assays to be run on our GCS 3000 system. This is a 2(two) week, one time work effort. The final product shall be field installed with 4(four) color instrument hardware onto our Affymetrix? GeneChip? Scanner 3000 7G Workstation and including installation of software, the TG pre-amp workstation, the TG post-amp workstation, Targeted Genotyping Analysis Software (GTGS), and 2-D Bar Code Readers. 2) The contractor shall have the proprietary rights to implement this upgrade without compromising the current warranty and future service and support contracts for the system. The upgrade shall advance our GCS 3000 work station enabling it to be compatible and capable of running the MegAllele Malaria SNP chips. 3) Once upgraded the targeted genotyping system shall perform as follows: Conversion rate for custom assays: > or equal to 80%. Accuracy shall be > or equal to 99.5% (for custom and fixed assay panels). Data completeness shall be > or equal to 98.0% for fixed assay panels, > or equal to 95.5% for custom assay panels. Reproducibility shall be > or equal to 99.3% and throughput shall be approximately 48(forty-eight) samples per day. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Award will be based on the capability of the item offered to meet the above stated salient characteristics, including price, delivery, and past performance.
