Description
The National Institute of Allergy and Infectious Diseases (NIAID), Acquisitions Management and Operations Branch (AMOB) intends to award a sole source contract to the University of Bamako. It is anticipated that a 12-month Cost-Reimbursement type contract with options to renew for 4 (four) successive 12-month periods beginning on March 30, 2006 will be awarded. The contractor shall be required to provide scientific, technical, and administrative personnel to continue and potentially expand the existing collaborative research activities currently underway at the NIAID International Centers for Excellence in Research (ICER) program located at the University of Bamako/Faculty of Medicine, Pharmacy and Odontostomatology (FMPOS). These individuals shall conduct research or provide administrative support for the ongoing research programs, the direction of which shall be determined by consultations between senior Malian investigators and the NIAID principal investigators involved in the ICER program in Mali. In addition, the contract will establish an administrative infrastructure capable of managing the resulting contract. This infrastructure will consist of staff necessary to: prepare and execute employment contracts and agreements for ICER staff, prepare monthly pay lists and vouchers for submission to the Mali Service Center for disbursement, maintain disbursement records for all ICER staff covered under the contract, insure that social security and income tax levies due the Government of Mali are deducted from all salaries and emoluments in accordance with Malian law, and maintain close liaison with the Mali Service Center to insure that reports, vouchers, and pay records are submitted in a timely fashion. The selected staff will be trained at the Mali Service Center as part of the contract award. Staff will be required to complete all training and demonstrate an ability to execute the above processes prior to functioning as an independent administrative structure. The ongoing research programs include but are not limited to research collaborations in malaria, including malaria vaccine testing in selected field sites, entomology, filariasis, the hemoglobinopathies, and HIV/AIDS. The personnel provided by the contractor to support the NIAID ICER program shall include but is not limited to: administrative support staff, information technologies (IT) staff, vehicle operators, scientific and technical support staff, and housekeeping, logistic, and security staff. In order for NIAID to continue to pursue the ICER program goals, the research services must be provided by the University of Bamako/FMPOS and therefore does not allow for full and open competition.
