Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisition, Office of Acquisitions- Neurosciences, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a non-competitive basis to RESEACH FOUNDATION FOR MENTAL HYGIENE , INC. (RFMH) 1051 Riverside Drive New York, NY, 10032 to provide continued research regarding efforts for a study entitled, UNDERSTANDING THE SOCIAL AND PSYCHOLOGICAL CONTEXT OF ACUTE HIV INFECTION, 7.28.05 patients, particularly in the first eight weeks of infection. The RFMH has proprietary data (Far 6.302-1) due to the nature of the information obtained during the study performed by the NIMH. RFMH will: (1) Determine the feasibility of detecting and recruiting individuals with acute HIV infection for prevention research; (2) Development of the qualitative plan will involve constructing a preliminary version of the instrument, refining it with input from members of the Qualitative Working Group, and finalizing the plan following a training workshop; 3). The resulting Qualitative Instrument will as the framework for the elicitation of qualitative data organized around five narratives relevant to recent HIV acquisition: discovery, infection, reaction, re-infection, and future behavior; 4). RFMH will conduct a two-day training workshop in March 06, which will address the development of Quality Assurance Procedures to ensure 1.a) the comparability of data across sites and 2.b) the elicitation of high-quality data via the development of feedback to the interviewers. Qualitative Working Group followed by regular conference calls with the contractor to discuss progress in data collection, unexpected findings, and other issues as they arise, as well as to ensure that quality assurance procedures are being followed correctly Transcribed interviews will be transmitted to, and analyzed by, RFMH as soon as they are available; 5). RFMH will conduct data analyst qualitative analyses, under a pre-approved RFMH co-investigator; 6). The RFMH will provide continuation of development of preliminary coding scheme based on interview guides will be finalized before more interviews are conducted and will consist a series of narrative codes, multiple topical codes (e.g., sexuality, social service institutions, HIV stigma), and family codes, which refer to the use of demographic data to sort qualitative data; as a means of verification, additional independent qualitative analysts from RFMH will volunteer to code the data; 07). However, if discrepancies in coding occur they will be discussed with the NIMH project officer and resolved. ATLAS-TI, a qualitative data analysis software program will be used in the coding process; 08). Convergent and divergent themes will be examined within and across sites in the following manner; 09). Interviews will be coded in a manner that permits horizontal analysis (i.e., analyzing each participant?s story as a coherent whole) and a vertical analysis (i.e., comparing experiences and codes across informants) for the vertical analysis, data will be sorted by topic codes with additional codes generated based on site location, demographic data (e.g., sex, SES), or other sources of variability, as necessary; Modifications will be made to the coding scheme based on emerging themes in the interviews. 10). Qualitative data analyses will be summarized in a report to the NIMH. Period of Performance: March 2006 ? February 2007 Contracting with another contractor at this phase of this requirement would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
