FORMAL NOTICE OF PERFORMANCE DECISION FOR AN A-76 COMPETITIVE SOURCING STUDY FOR GRANTS MANAGEMENT SUPPORT SERVICES This announcement constitutes a notice of a Performance Decision and completion of a Standard A-76 Competitive Sourcing Study conducted by the Office of Justice Programs. The study period was from August 11, 2004, through February 2, 2006. FBO Reference Number 2004PR784/RFP Number 2005R_003. Based upon the results of a Request for Proposal conducted under FAR Part 15 and in accordance with the OMB Circular A-76 (Revised May 29, 2003) the services studied will be retained in house for performance by the Governments? Most Efficient Organization (MEO) resulting from an Agency Tender Offer (ATO). The RFP was issued as an 100% small business set-aside using technical trade offs. The scope of the Standard Competition study included 80 incumbent Government FTEs and 35 contractor FTEs. The functions studied Grants Management Support Services which included the following areas: Pre-Award Planning Support Services; Grant Application Processing & Award Support Services; Post-Award Processing Support Services; Closeout Processing Support Services; Support to Payment Program Services and Support for Crosscutting Services. The purpose of the A-76 study was to review grants management support services as prescribed in the Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities", which sets forth the general policy of the Government to achieve economy and enhance productivity. The review was conducted in accordance with OMB Circular A-76 revised May 2003. The public review period will last 30 days from the date this synopsis is published.
