Description
The Test, Evaluation and Specialized Contracts division is contemplating award of a sole source contract for Sustaining Engineering Services (SES) For the B-1 Reprogrammable Electronic Warfare Systems Test (REWST) Facility at Eglin AFB FL to EDO Corporation, EDO Technical Services Operations, 254 East Avenue K-4, Lancaster CA 93535. The planned effort is in support of the AN/ALQ-161A test line located in the REWST Facility, 16th Electronic Warfare Squadron (16EWS), Eglin AFB, FL. The REWST Facility is utilized to conduct critical B-1B defensive avionics system (DAS) operational test and mission data (MD) software validations and verifications. The SES being acquired consist of responses to recurring and non-recurring engineering tasks in support of the B-1B EW operational test requirements. This effort will directly support the maintenance, operation and technical capabilities of the AN/ALQ-161A mockup and associated support equipment located in and/or supporting the REWST Facility to include the Transportable Test Line (TTL). This effort will also include all 16EWS B-1B support equipment (SE) requirements and will cover the common SE produced by EDO/TSO that is used on other platforms such as the Enhanced Automated Special Test Equipment (EASTE) Carts and the Field Test Simulators (FTSs). Prospective offerors may submit Statement of Capabilities (SOC) that will provide substantiated evidence that they possess the detailed knowledge and capabilities to perform the required effort. All responses to this synopsis will be evaluated in the following areas: 1) Demonstrated technical knowledge of the design, operation and maintenance of the AN/ALQ-161A, REWST Facility and VAX and PC software programming 2) Demonstrated ability to perform recurring tasks consisting of (a) supporting requests for technical information and documentation, (b) routine preventative maintenance of the REWST Facility ALQ-161A test line with all associated SE and (c) facility field support for technical oversight and training purposes and 3) Demonstrated ability to perform non recurring tasks consisting of (a) repairs of failed EDO/TSO B-1B special test equipment (STE), (b) corrections of software deficiencies and (c) technical studies for and the development of upgrades for existing EDO/TSO STE, instrumentation and software to overcome current deficiencies in test capabilities. All Contractor personnel must be a US citizen with a Secret security clearance. The period of performance for the contract is 01 Oct 06 through 30 Sep 11. We contemplate a Firm Fixed Price-Indefinite Delivery Indefinite Quantity contract with a one-year basic and four option years. The total estimated value of this effort is $10M. The NAICS code is 541710 and the Small Business Size Standard is 500 employees. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
