Description
The United States Army Tank-automotive and Armaments Command ??? Picatinny, Picatinny Center for Contracting and Commerce (PC3) intends to establish a manageable number of Blanket Purchase Agreements (BPAs) to fulfill continuing requirements for business organization and management improvement services. These services are required in the following functional areas: Functional Area 1: Process Analysis and Optimization, Functional Area 2: Enterprise Excellence Implementation Support, Functional Area 3: Lean Six Sigma Workshops, and Functional Area 4: Technical Data Package (TDP) Review. Only Functional Area 4 is reserved for small businesses. The associated North American Classification System (NAICS) codes for functional areas 1, 2, 3 and 4 are 541611 and 541330. The small business size standard for functional areas 1, 2, 3 and 4 is $6,000,000. Functional Area 4 is open for small business prime/team leaders and Functional Areas 1, 2, and 3 are open to both large and small business prime/team leaders. The first call order planned for Lean Six Sigma workshops is open for both small and large businesses. These are services to provide Lean Six Sigma tools and techniques to reduce the variation in products and processes by updating outdated production practices, techniques and methods. The following workshops will be provided at Pine Bluff Arsenal: Lean Six Sigma Executive Champion Workshop, Green Belt Workshop, Parts 1 and 2, and Black Belt Workshops. All of the requirements under the BPAs will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extent possible along with Part 12 of the FAR for commercial services. The initial BPAs will be issued for a period of 3 years, with two 1-year option periods to renew. The Government reserves the right to cancel any company???s BPA for any reason including poor performance and/or if the company???s labor rates are determined to be no longer competitive. In addition, PC3 may solicit additional companies at any time to replace or increase existing BPAs to fulfill the Government???s requirements. As requirements occur, PC3 will compete the actions among BPA holders in the functional areas. The Government intends to establish BPAs resulting from this solicitation to the most responsible offerors whose offer conforming to the solicitation will be the most advantageous, representing the best value to the Government, price and other factors considered. RFP W15QKN-06-R-0840 will be available for downloading from the following website located at http://procnet.pica.army.mil on or about 27 February 2006. Each offeror may submit one or more proposals for one or more functional areas listed above. Offerors shall submit two (2) copies of their electronic proposals on CD-ROM, to the US Army TACOM-Picatinny, Picatinny Center for Contracting and Commerce, AMSTA-AQ-APH, ATTN: Magda Szymanski, Bldg. 9, Picatinny Arsenal, New Jersey 07806-5000.
