- WARLOCK Antenna Industry Day Taking the Next Steps to Counter Remotely Controlled Improvised Explosive Devices (IEDs) Sponsored by PEO Intelligence, Electronic Warfare & Sensors (IEW&S), PD Signals Warfare and PD, Counter Remotely Controlled Improvised Explosive Devices (RCIED) Electronic Warfare (CREW) ________________________________________ W15P7T-06-R-M601 13-14 February 2006 Bldg 2700 Myer Center Fort Monmouth, NJ INTRODUCTION This Industry Day is a follow on to the Sources Sought notice issued on 23 November 2005. In June of 2004, US Central Commands (USCENTCOM) Commander identified an operational need to defeat the IED threat encountered during Operation Iraqi Freedom (OIF). Additionally, in November of 2005, USCENTCOM approved a Joint Urgent Operational Need to defeat RCIEDs. To date, several Warlock materiel solutions have been employed that disrupt/prevent RCIED threats. A next generation antenna is required for continu ed success against this pervasive, adaptive threat. To initiate the antenna acquisition, Project Director Signals Warfare (PM SW) and Product Director, Counter Remotely Controlled Improvised Explosive Devices (RCIED) Electronic Warfare (CREW) will host an Industry Day on 13 February 2006. The Industry Day session will focus on the ANTICIPATED antenna acquisition strategy and technical details with respect to current WARLOCK Antenna requirements and future planning. This acquisition will be a Best Value Source Selection with consideration given to Technical Performance, Price, Past Performance and Small Business Participation. Technical Performance is a primary consideration. The Government intends to award a Firm F ixed Price (FFP) five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) type contract with the possibility of multiple awards. Proposals submitted will require range quantity pricing for all Antennas and A Kits. Two (2) prototype antennas will also be submitted with each proposal. Delivery will be for up to 500 per month with the surge capacity to go up to 500 per week. The Governments initial order will be limited to a sufficient number of quantities necessary to support successful completion of First Article Testing (FAT). Its estimated that these quantities will consist of 25 each Antennas and A Kits. It is anticipated that non-Government Subject Matter Experts (SME) from California Computers and Information (CACI), Key Resource Solutions, Inc., Alion Science and Technology, Booze Allen Hamilton (BAH), David H. Pollack Associates and Sytex will be prese nt at the Industry Day. It is also anticipated that these non-Government SMEs will serve on the Source Selection Evaluation Board (SSEB) of the intended antenna acquisition as evaluators, and assist the Government in the SSEB process. The SMEs will have a ccess to all necessary parts of any Offerors proposal pertinent to their area of expertise. Industry participants shall advise the Contracting Officer as soon as possible of any concerns/questions with regard to the use of non-Government SMEs from the ci ted companies. Scope - Recognizing the adaptive nature of the threat and the need to provide rapid capabilities to the field a new WARLOCK Antenna. It is our intent to solicit input from Industry from USA/AUS/CAN/GBR on how best to achieve the following: " Produce/field an antenna compatible with the Warlock Family of Systems; " Provide an affordable solution; " Provide adequate production facilities to meet schedule and surge capacity needs; " Deliver increased performance in frequency coverage and maximum/minimum protective radius distance; " Design a system that provides flexibility for future capability growth; " Provide an installation approach; and " Provide a fieldable solution. Objectives - The purpose of the WARLOCK Antenna Industry Day is to facilitate an open information exchange so that the Government can share the ANTICIPATED acquisition and technical ap proach with industry and so that industry smart ideas can be added into the upcoming antenna solicitation process. The primary objectives of the Industry Day are to: " Identify key Industry partners that can help meet the WARLOCK Family of System Antenna Requirements; " Provide industry with current information regarding the OIF threat; " Provide Industry details/receive feedback on the overall WARLOCK Antenna acquisition approach; " Provide Industry with information on the WARLOCK Antenna technical requirements; and " Lay the groundwork to establish an effective mechanism for continuous information exchange Expected Outcome - There are six key PD CREW acquisition tenets that relate to expected outcomes: 1. Provide Antenna Commonality to Warlock Family of Systems 2. Create an Affordable Antenna 3. Target is Competition to Increase Industrial Base 4. Provide Production Capacity to Meet Schedule and Surge Needs 5. Deliver Increased Performance in Frequency Coverage and Signal Strength 6. Select Teammates with Demonstrated Performance and Technical Maturity DRAFT AGENDA A draft agenda is provided below. This session will be at the SECRET level. The one-on-one sessions are scheduled to begin at 1300 on 13 February; however, based upon the length of the briefing and question/a nswer period, the start time for the one-on-ones may be adjusted. There may be further one-on-one sessions on 14 February 2006 depending upon response. ONE-ON-ONE SESSIONS During this time we urge you to discuss your ideas, provide feedback, and ask questions. Time allotted for each one-on-one session is 30 minutes. Depending on the response, an additional half day on 14 February 2004 has been set aside to complete the one -on-ones. Companies interested in having a one-on-one session must submit a written request NLT 1200 EST, February 9, 2006, to the Contracting Officer (Matt Ludwig) and Operations Specialist (Greg Mills). Contact information is listed in the point of con tact section below. Start times for the one-on-one sessions will be randomly selected and attendees will be informed of their start times at the start of the conference. It is the intent of One-on-One Sessions to: " Increase industry understanding of Government requirements; " Afford industry the opportunity to surface perceived issues; " Allow Government to hear industry response and comment in general terms; " Enable the Government and industry to better understand each other. One-on-One Sessions DO NOT: " Provide industry an opportunity to brief intended proposal; " Provide Government critique of potential offerors intended approach; " Constitute initiation of the negotiation process. Note: Any information disclosed during a one-on-one will be made available to all parties. ADDITIONAL INFORMATION Schedule Due to the urgent need associated with rapid fielding of this Antenna, an accelerated acquisition schedule is contemplated. Notional schedule objectives are as follows. It is anticipated that a draft solicitatio n will be released for industry comment within 30 days of the Industry Day. Industry comment and/or suggestions to the draft RFP should be submitted within 5 days after the release of the draft. The Government intends to release the final RFP early in Ap ril with proposals being received within 45 days from release. In addition to the electronic proposal volume, each submission will include at least two (2) working demonstration units that will be subjected to independent Government characterization testi ng in the May/June timeframe. It is estimated that discussions with offerors will take place in the June/July timeframe with the goal of an award(s) taking place at the end of July 2006. It is anticipated that awardee(s) will successfully pass First Arti cle Testing (FAT) with system deliveries commencing early in November 2006. Draft Solicitation A draft solicitation will be released to the Army Single Face to Industry (ASFI) Interactive Business Opportunities Page (IBOP) at https://abop.monmouth.army.mil shortly after the Industry Day. Industry inputs and improvements to this a re key to the success of the program. All draft documents (Specifications, Statement of Objectives, etc) regarding this solicitation will be posted under Solicitation Number W15P7T-06-R-M601. These documents will be in draft form and are subject to change . The final solicitation, once issued, will become the governing document for this acquisition. Questions from Industry Potential offerors are asked to submit written questions in advance of the pre-solicitation conference, NLT 1200 EST, 09 February 2006, to the Operations Officer (Greg Mills). Questions will be addressed at Industry Day. General written questions will also be collected during the course of the briefings. Every attempt will be made to answer these questions during the time allocated on the agenda. Any questions that cannot be answered in the allotted time will be posted to the I BOP. Questions to Industry Potential offerors are asked to respond to the following questions prior to Industry Day, NLT 1200 EST, 09 February 2006. Please provide written responses to these questions via email to the points of contact identified below. 1. What is the technical maturity of your antenna system? (Provide supporting product information) 2. What are your long lead items, who are your suppliers and what are the long lead times? What can be done to shorten those lead times 3. What is your maximum/minimum production capacity? 4. Are you able to deliver at an accelerated schedule? What can you do to accelerate deliveries from the estimated 6 month production lead time? 5. What are the obstacles that prevent you from improving your production delivery time? 6. Does your antenna require any type of data rights or have any intellectual property rights? 7. What type of contracting approach and incentives do you suggest for this type of acquisition? 8. Are you willing/able to qualify a second source to meet Government production needs? 9. Do you have access to SIPRNET as a means of receiving and conveying classified information? Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. A maximum of three (3) attendees per company will be allowed, with additional spaces allocated if necessary. Follow Hope Road to TINTON AVENUE (3rd l ight) and turn LEFT. The entrance will be found about 1/10th of a mile down on the LEFT hand side. Once on you pass through the security checkpoint and come on base you will make a right onto Corrigidor Ave. General parking will be up on the right hand side. The Myer Center is on the left, with the main entrance marked by a large flagpole. Fort Monmouth Access - Pre-registered Industry Day attendees can enter Fort Monmouth and state to the Access Control guard that their names are listed on the WARLOCK Antenna Industry Day. Be prepared to present a valid photo ID to the guard. You will be re quired to stop at the Visitor Control Center to get a temporary pass. To obtain a temporary pass you must provide a valid state driver's license, a current vehicle registration, proof of insurance, and state your business on the installation. All passenger s traveling in a vehicle entering Ft. Monmouth will also need to show identification. Security Clearance - The Industry Day is classified SECRET. Clearances must be received NLT 09 February 2006. IAW established guidelines all attendees must have a valid Visitor Authorization Letter or Visit Request AMC Form 1633 on file at PM Signals Warf are (PM SW). Security clearances cannot be accepted at the Conference. Please do not attend or attempt to register on-site if your clearance was not submitted by the deadline... NO EXCEPTIONS.
