Description
This is a request for Sources that are interested in receiving future Solicitations for the fabrication of large parts, components, assemblies, etc. used on miter gates at various Lock and Dams managed by the Corps of Engineers  Pittsburgh District. Quantities procured are usually 2 to 8 each, meaning there is no large production run required. Parts required include and are not limited to: Anchorage Eye Bars, Connection Bars, Gudgeon Pins, Wedge Pins, Center Frames. Statement of Work and Drawings a re contained in the actual Solicitation when it is advertised. The following example is the Anchorage Eye Bar SOW that measures approx. 10 feet length x 2 feet width x 4 inches thick. The materials should conform to the following requirements. MATERIALS. Aluminum Bronze ASTM B148, UNS C95400; Steel Forgings, ASTM A668-96, Carbon Alloy, Class D. MACHINE WORK REQUIREMENTS. All workmanship shall be of the highest grade in accordance with the best modern practices to conform to the specifications for the it em to be furnished. All sharp edges and corners shall be broken. All holes shall be normal to the surfaces of penetration and shall be sized as indicated on the reference drawing. Dimensions and Tolerances. Tolerances for machine-finished surfaces desig nated by non-decimal dimensions shall be within +/- 1/64-inch unless otherwise noted on drawing 0324SN.DGN. Tolerances for dimension to unfinished surfaces shall conform to the standard foundry and/or industry practices. Finished Surfaces. Surfaces indi cated on the drawing number 0324SN.DGN or specified herein, the symbols used or finishes specified shall be in accordance with ANSI B46.1, Surface Texture (Surface Roughness, Waviness and Lay). Values of required roughness heights are arithmetical avera ge deviation expressed in micro inches. These values are maximums. Lesser degrees will be satisfactory unless otherwise indicated on the drawings. Compliance with surface requirements shall be determined by sense of feel and visual inspection of the wor k compared to Roughness Comparison Specimens in accordance with the provisions of ANSI B46.1. Values of roughness width and waviness height shall be consistent with the general type of finish specified by roughness height. Where the finish is not indicat ed or specified, it shall be that which is most suitable for the particular surface, provide the class of fit required, and be indicated on the shop drawing by a symbol which conforms to ANSI B46.1 when machined finishing is provided. Flaws such as scratc hes, ridges, holes, peaks, cracks or checks which will make the part unsuitable for the intended purpose will be cause for rejection. Threads. Threads shall comply with ASME B1.5, ACME Screw Threads. Protection of Finished Work. Machined surfaces shall be thoroughly cleaned of foreign matter. All finished surfaces shall be protected by suitable means. CASTINGS. Each casting shall bear cast or stamped mark numbers. Dimensions of castings shown on the drawings shall be finished dimensions. Castings that are warped or otherwise distorted or that are oversized to an extent that will interfere with proper fit with other parts will be rejected. The structure of metal in castings shall be homogenous and free from excessive nonmetallic inclusions. Excess ive segregation of impurities or alloys at critical points in castings will be cause for rejection. Repairs to castings shall not be made prior to approval. CERTIFICATION OF MATERIAL COMPLIANCE. Certificates of compliance shall be submitted for all ite ms demonstrating compliance of materials with the specification requirements. The certificate(s) shall verify that the supplied material complies with the established standards for physical and chemical properties for the material specified. Each certifi cation shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the contractor, the contract number and the quantity and date(s) of shipment or delivery to which the certifications apply. Material Test Reports. Certified test reports for material tests and analyses, examinations, shall be submitted in duplicate for approval. Test rep orts for material reports and analyses shall be identified with specific items prior to fabrication. Nondestructive Testing. Before machining, forgings shall be magnetic particle and ultrasonically tested. Magnetic particle testing shall be in accordanc e with ASTM A275. Ultrasonic testing shall be in accordance with the latest issue of Practice A 388/A 388M. Certified test reports of the ultrasonic testing shall be submitted in duplicate for approval. All nondestructive testing shall be completed by an independent testing laboratory. PATTERNS. Care shall be taken to avoid sharp corners or abrupt changes in cross section and ample fillets shall be used in the construction of patterns. Draft and increases in pattern thickness shall be added as require d to conform to the standard foundry practice applied and as necessary to insure that all metal thickness of the finished castings conform to the dimensions shown on the drawings. Patterns furnished by the contractor shall become the property of the gover nment and shall not be used for work under any other contract unless specifically authorized by the contracting officer. Available Patterns. The pattern listed below is available for loan to the contractor. It is stored at the Pittsburgh Engineer Wareho use and Repair shop (PEWARS), 3500 Grand Avenue, Neville Island, PA 15225-1584 and may be secured f.o.b. their place of storage upon request to the Contracting Officer. The above listed pattern may require some modification or repair prior to use. The co ntractor shall assume responsibility for the accuracy and adaptability of all parts made with this pattern as if the part had been made from a new pattern produced under this contract and shall bear the expense of correcting any inaccuracies found in them. Disposition of Patterns. After use all patterns shall be thoroughly cleaned, crafted, and delivered in first-class condition to the Pittsburgh Engineer Warehouse and Repair shop (PEWARS), 3500 Grand Avenue, Neville Island, PA 15225-1584 before final paym ent is made. The contracting officer reserves the right to withhold payment for final parts made from any pattern until such pattern is delivered. Patterns shall be varnished before being crated. The contractor shall replace any pattern lost in shipment or damaged by the contractor. MARKING REQUIREMENTS. Each part shall be legibly stamped with the mark number shown on the drawing. The location of the marks shall be indicated by encircling them with a ring of white paint. ASSEMBLY. All A-7 and A-8 anchorage eye bar assemblies, with the bushings installed, shall be fabricated within the tolerances shown on the drawings and all parts of the assemblies shall be interchangeable. All adjoining pieces of eye bar assemblies shall be fitted together to ass ure satisfactory assembly prior to shipment. PACKAGING. The A-7 Anchorage Eye Bar shall be protected to the extent necessary to prevent damage during shipment. The contractor shall repair all damage incurred due to inadequate protection. The contracto r shall provide all materials required for the protection of the A-7 Anchorage Eye Bar during shipment. SHIPPING. The contractor shall deliver the A-7 Anchorage Eye Bar to the Pittsburgh Engineering Warehouse and Repair Shops (PEWARS) located at 3500 Gr and Avenue. Neville Island, PA 15225-1584. Delivery of the A-7 Anchorage Eye Bar shall be between 0800 and 1530 hours Monday through Friday.
