Description

The Department of the Interior (DOI), Bureau of Land Management (BLM), Alaska Fire Service (AFS) has a requirement for two (2) LS7000 CG Enhanced Lightning Sensors (including hardware), two (2) Modem/Terminal Servers, two (2) Install Kits (ground mount), site surveys, certification, installation and commissioning for both sensors, Network Performance evaluation including a comprehensive report and LS7000 sensor training to expand the capability of the Alaska Lightning Detection Network (ALDN). The Alaska Fire Service owns and maintains the ALDN for the state of Alaska. This system is comprised of nine automatic lightning detection finders (ALDF), located in: Bethel, Unalakleet, Galena, McGrath, Bettles, Tanana, Fairbanks, Ft. Yukon and Tanacross, and two Position Analyzers (LP2000). The BLM intends to enter into a negotiated contract for the above items with the firm of Vaisala, Inc., Tucson, AZ. The estimated value of this requirement is $187,109.00. Vaisala, Inc. is the sole manufacturer of the lightning detection sensor that is compatible with the existing ALDN. For the above-stated reasons, the circumstances permitting other than full and open competition as cited in 41 U.S.C.253(c)(1), and FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" are germane to this procurement.
