- The NAICS code for this requirement is 541512 (possibly some 334111) and the size standard is $23 million in gross annual receipts averaged over the previous three 1-year accounting periods The Bureau of Reclamation, Grand Coulee Power Office, has a requirement for a Supervisory Control and Data Acquisition (SCADA) Replacement System for Grand Coulee Dam and power generation facilities, and Hungry Horse Powerplant. The SCADA replacement system shall communicate with the Bonneville Power Administration's Dittmer Control Center in Vancouver, Washington. The system shall provide control and monitoring capabilities for the following hydro-powerplants with appurtenant dams, facilities, and switchyards: 1) Grand Coulee: The Grand Coulee Dam and power generation facilities are located near Grand Coulee, Washington approximately 90 miles west of Spokane Washington. The power generation facilities consist of three powerplants containing 24 generators with a total generating capacity of approximately 6150 megawatts. The adjacent pump/generating plant contains six pumps and six pump/generators capable of providing generating capacity of 50 megawatts and nearly 20,000 cubic feet per second (cfs) of water for irrigation. 2) Hungry Horse: The Hungry Horse powerplant is located on the South Fork of the Flathead River near the town of Columbia Falls, Montana. The powerplant consists of four generators with a total generating capacity of approximately 448 megawatts. The solicitation will be available on CD-ROM in Adobe Acrobat format and will be available on or about March 22, 2006 (this is an estimated date). To obtain a copy of the CD and be included on the Government's planholder list for the solicitation, interested offerors must submit in writing: 1) the list of individuals that will have access to the Government's RFP; 2) confirmation that the listed individuals have passed a background investigation which was performed within the past 3 years, and that no disqualifying factor(s) has been documented for that individual; 3) acknowledgement that only those named individuals submitted to the Government shall have access to the Government's RFP; 4) affirmation that no copies will be made of the RFP except those approved by the Contracting Officer; and 5) affirmation that the document will be secured and no unauthorized access will occur. This notification must be signed by an authorized representative of the company. This document must also include the following information since it will serve as your registration for this procurement: Contact Name, Company, DUNS (Data Universal Numbering System) number, TIN (Taxpayer Identification Number), address, phone number (including area code), fax number (including area code), and Email address. The Government reserves the right to request documentation supporting the statements made in your written document. If you don=t provide all the above required information we will not send the solicitation to you. Telephone requests for the solicitation won=t be accepted. The standards for background investigations are located on our website www.usbr.gov/pn/contracts/supply at the page for this solicitation. Award will be based on the best value to the Government, and evaluation criteria will include technical factors such as experience, past performance, personnel qualifications, price, and others that may be determined necessary. Section L and M of the solicitation package will discuss in further detail the evaluation factors and process. Offerors are advised that the Department of Labor Safety and Health Regulations for Construction promulgated under section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327, et. seq.) and the Bureau of Reclamation handbook entitled Reclamation Safety and Health Standards" (RSHS) is applicable to the on-site work under any resulting contract. The RSHS is available at www.usbr.gov/pn/contracts. A vendor must be registered in the Central Contractor Registration (CCR) www.ccr.gov/vendor.cfm, in order to receive contracts and purchase orders from most Federal agencies, including the U.S. Bureau of Reclamation. CCR is a self-service database. Vendors register themselves and maintain their own information through the CCR web site. This requirement is a full and open competition. All responsible sources may submit an offer, which we will consider. If issued on CD-ROM, there is no charge for the first copy of the CD and $15 for each additional copy requested. Only one copy of the CD will be sent to each offeror. We reserve the right to issue the solicitation on paper if it becomes necessary.
