- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Lakehurst is requesting information pertaining to the replacement of the existing shipboard A/S32A-32 (SD-2) Spotting Dolly, which is used for aircraft movement in the tight confines of shipboard hangar bays. For the purposes of this RFI, the new replacement spotting dolly shall be called the SD-3. The SD-3 will be required to operate on CV/CVNs, L-class air capable ships and the new Littoral Combat Ship LCS. It will be required to maneuver and park/spot the following aircraft in the hangar bay: AV-8B, E/A-6B, E-2C, F/A-18(C, D, E, F), HLR, H-53E, JSF, H-60, and V-22. The current spotting dolly accomplishes this by engaging the aircraft nose/tail gear, lifting the nose/tail wheel off the deck and utilizing its zero turning radius to maneuver/rotate about the nose/tail gear while pushing or towing. The SD-3 must be configured to allow the vehicle to pass under the aircraft to access the nose/tail wheel and to pass under parked aircraft to traverse a packed hangar bay. It must be able to tow all the above aircraft around the hangar bay and onto the ships elevator. The Government is requesting information on the availability of a diesel, hybrid, or all electric powered vehicle that would be capable of performing the duties of the current spotting dolly. The SD-3 shall require the following features: 1) Dead man type operator controls. 2) Emergency stop system. 3) Red running lights and a horn easily accessible to the operator. 4) Zero turning radius about the center of the vehicle/aircraft engagement point. 5) Attachment mechanism that prevents disengagement of the nose/tail gear when raised off the deck. 6) Capable of lowering the nose/tail gear and disengaging from it without contacting any surface of the aircraft at angles up to 90 degrees to port or starboard with respect to the aircraft?s centerline. 7) When inoperable the SD-3 shall be able to be manually disengaged from the aircraft and have its drive system disengaged/released to allow it to be towed with an aircraft tow bar or pushed. 8) A parking brake capable of holding the vehicle on a 12-degree grade. 9) No wider than 81 inches, no higher than 29 inches, have a ground clearance of 5 inches, and have a minimum approach/departure angle of 10 degrees. 10) Tie down/lifting attachment points. The SD-3 performance parameters must include: 11) Ability to lift a nose/tail gear weighing 16,000 pounds and hold at variable heights above the deck from 4.5 inches to 32 inches while moving aircraft. 12) Exert a minimum drawbar pull of 14,000 pounds when loaded. 13) Forward and reverse speed when loaded shall not exceed 3 MPH but be capable of towing the heaviest aircraft at a speed of 2.5 MPH. 14) The SD-3 shall be capable of stopping within 2 feet from top speed when unloaded and stopping all aircraft within 2 feet from top speed in a straight line without use of the aircraft?s brakes by releasing the operator?s controls. 15) The ability to make 10 to 12 aircraft moves from spot parked to elevator within a 24-hour period without refueling or recharging. If battery powered, will fully recharge in 8 to 12 hours and have an on board charger that only requires 110V 60Hz power. As required for any typical Navy Support Equipment (SE), the SD-3 shall be highly reliable, maintainable, and supportable. The SD-3 shall be capable of meeting vibration, shock, environmental, EMI and mobility criteria. Human factors engineering shall be utilized to the greatest extent possible to make the SD-3 a ?user friendly? piece of Support Equipment. Please provide commercial pamphlets, operating and maintenance manuals, or any other documentation that would describe a unit to meet the above requirements. It is anticipated that if a solicitation is issued it would be for a quantity of approximately 114 SD-3s.
