Description
THIS IS A PUBLIC ANNOUNCEMENT OF A PERFORMANCE DECISION OF A STREAMLINED COMPETITION CONDUCTED IN ACCORDANCE WITH THE OFFICE OF MANAGEMENT AND BUDGET (OMB) CIRCULAR NO. A-76 FOR THE DEPARTMENT OF DEFENSE, NAVY AUXILIARY FORCE TRAINING PERFORMED BY THE UNITED STATES NAVY, COMMANDER, NAVY INSTALLATIONS (CNI). The incumbent service providers affected by this public-private competition are approximately 89 Department of the Navy (DON) military billets located at Navy installations worldwide. The services involve all resources and management necessary to provide program development, program management, curriculum development, Mobile Training Team (MTT) certification, Security and Law Enforcement training, quality assurance, procurement of security equipment, and logistics support to plan, schedule, and conduct initial Security and Law Enforcement training. This list is not all encompassing, but provides an overview of the variety of services required to support the overall execution of the major functional area tasks. The requirement includes training for approximately 4,060 personnel annually. The streamlined public-private competition was completed on 31 January 2006. The Performance Decision, as indicated on the Streamlined Competition Form (SLCF), is that the Private Sector is the Low-Cost Provider. The SLCF was calculated using COMPARE Version 2.1 software. The Adjusted Baseline Costs will be posted to the Navy?s E-Solicitation website within one week. The cost difference is $1,163,999.00 over a base year and four one-year option periods. The Department of Defense Competitive Sourcing Official is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for the Department of the Navy is Mr. B. J. Penn, Assistant Secretary of the Navy (Installations & Environment). The Contracting Officer is Ms. Laurie Cordell, Contracting Officer. The Agency Tender was certified by Ms. Sharon Swasey, Strategic Sourcing, CNI.
