Description
The Naval Research Laboratory has a requirement for research and engineering in a variety of disciplines related to Electronic Warfare (EW) and computer simulation applications. Areas of interest include engineering development, computer simulation and modeling, and data base management. The contractor shall provide research and engineering services in support of these basic task areas: Distributed Simulation Technologies, Electronic Warfare Analysis, Computer Modeling and Simulation, Database Management, Conference/Seminar Support, Technical Writer. Contractor support sought in this requirement will concentrate on theoretical research, system research and development (R&D), computer modeling and simulation, and test and evaluation (T&E) relating to the interactions of platforms, weapons, sensors and EW systems. The selected contractor shall also develop and support HLA, DIS and a federation of multiple simulators to provide complex, high fidelity simulations on local computer networks as well as wide area networks (WAN). The unique nature of this research requires access to NRL hardware, classified computing resources and databases dictating that a major portion of the labor tasks be performed on-site at the Naval Research Laboratory (NRL). The expected period of performance is for 12 months with four (4) 12-month option periods and will consist largely of on-site support at the Naval Research Laboratory, Washington DC. The contractor shall provide, on a level-of-effort basis, twelve thousand four hundred and seventy (12,470) scientific, technical, engineering, and support hours for the basic award, fourteen thousand three hundred and ninety (14,390) hours for Option 1, sixteen thousand four hundred and twenty (16,420) for Option 2, and eighteen thousand three hundred and forty (18,340) for Options 3 and 4, if exercised. All personnel must be a US citizen and be eligible for a Secret level security clearance. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources may submit a proposal, which will be considered by the agency.
