- NAICS Code: 541690 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a purchase order to the Alliance to Save Energy of Washington, DC under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this acquisition it to obtain technical support in managing a national consumer campaign with a variety of organizations to (a) inform consumers about energy efficiency; (b) arm consumers with appropriate resources to manage monthly energy bills; and (c) inform energy consumers about the connection between individual consumption and overall energy costs. This campaign focuses primarily on the fact that energy efficiency is the most prudent and economical option to lessen individual financial impacts and, in support of CPPD's mission, decrease greenhouse gas emissions which adversely impact the environment. The North American Industry Classification System (NAICS) code for this procurement is 541690. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that the Alliance to Save Energy is uniquely qualified to satisfy the Government's requirement given its credibility with organizations nationwide and its ability to consistently provide credible, unbiased and actionable information on energy efficiency matters to a wide-reaching audience in a consumer-friendly format. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein must submit a capability statement, and demonstrate the ability to provide technical support. Responses to this posting must be in writing. The estimated value of this procurement does not exceed the simplified acquisition threshold as set forth in FAR 2.101. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
