Description
NAICS Code: 333411 This is a combined synopsis/request for quote for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ; quotes are being requested and a written RFQ will not be issued. This procurement is 100% set-aside for small business. The identifying number is RFQ-OH-06-00048. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. The NAICS code is 333411 and the size standard is 500 employees. A firm fixed price purchase order is anticipated to result from the award of this RFQ. The EPA, Land Remediation and Pollution Control Division located in Cincinnati, OH has a requirement for a Six Stage Viable Microbial Sampler, multi-orifice, cascade impactor which is normally used to measure the concentration and particle size distribution of aerobic bacteria and fungi in ambient air. This sampler shall be calibrated so that all particles collected, regardless of physical size, shape, or density are sized aerodynamically and can be directly related to human lung deposition. The sampler shall be constructed with six aluminium stages that are held together by three spring clamps and sealed with O-rings. Each stage contains 400 orifices with diameters ranging from 1.18mm of the first stage to 0.25mm on the sixth stage. The sampler shall separate the particle sizes as defined by the table below. Each stage has a removable glass Petri dish. The sampler shall include an AC (115v) vacuum pump capable of 28.3 1pm (CFM). The following specifications must be met or exceeded to be considered. Range of particle sizes collected by each stage (in microns) Stage 1 7.0 and above Stage 2 4.7 to 7.0 Stage 3 3.3 to 4.7 Stage 4 2.1 to 3.3 Stage 5 1.1 to 2.1 Stage 6 0.65 to 1.1 " Delivery in 60 or less days. Delivery is FOB destination to US EPA Cincinnati, OH " Information on optional Service Maintenance Agreement availability and price. If the Government elects to obtain service maintenance agreement a separate purchase order will be issued. The Government will evaluate and make the award based on "best overall value." Best overall value will be a combination of the responses to the specifications and price. Contractors must meet all specifications in order to be considered for award. The government anticipates award using simplified acquisition procedures of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1) Technical capability of the item offered to meet Government requirement and (ii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
