Description
The Smithsonian Astrophysical Observatory (SAO) intends to award a Sole Source, Firm-Fixed Price (FFP) contract, under Federal Acquisition Regulation (FAR) part 13, Simplified Acquisition to: Rockwell Scientific Company, 5212 Verdugo Way, Camarillo, CA 93012. For a research and development project, SAO will procure a HAWAII-1RG HyViSI Bare Multiplexer and Focal Plane Array. This is an engineering grade device which is an upgrade to an existing Rockwell produced PICNIC based HyViSI device with added features and functionality. The device is a a Hybrid Silicon CMOS imager. The device consists of a high-resistivity silicon PIN diode array bump bonded to a CMOS Multiplexer (MUX). The diode array is ~100microns thick and it has no AR coating. The PIN diode is to be fully depleted. The MUX is made from low resistivity silicon, it is inherently not susceptible to radiation damage and it allows pixel addressing and reset. Each pixel has its own source follower per detector (SFD) amplifier. The overall device must be inherently radiation hard. Single read with one CDS should have noise figures of < 10-15 electrons. The readout should be non-destructive to allow Fowler sampling to reduce noise even further. It has a 1024x1024 array format with 18x18 micron pixel pitch. Additional specifications are available upon request. This is a follow on procurement for a similar device with some upgrades. Through a prior research and development collaboration with SAO, Rockwell has demonstrated the capability of making this device. SAO believes that there is no device currently manufactured that provides the features of this HAWAII-1RG HyViSI device. The North American Industry Classification System Code (NAICS) is 541710. The small business size standard is 500. Contractors interested in this requirement should submit a complete technical package that provides clear and convincing evidence that they can meet SAO?s requirement. This notice of intent is not a request for competitive proposals. However, SAO will consider all responses received by the publication due date of this notice. A determination by SAO whether or not to compete this acquisition based upon responses to this notice is solely within the discretion of SAO.
