Description
The United States Patent and Trademark Office (USPTO) seeks to award a Fixed Price Type Contract to acquire an international patents database search capability. The acquisition objective is to acquire a license for a multi-year value-added international patents database for government use and limited public use and to provide unlimited government access to this value-added international patents database through the commercial hosts - STN and Dialog. “Government Use” includes use by USPTO employees wherever situated and USPTO contractors. Limited public use is defined as unlimited access by the general public at USPTO facilities, including Public Search Facility, the main branch of the Scientific and Technical Information Center, and the Biotechnology-Chemical Library. Value-added information is defined as additional information added to a record intellectually after review of a document, as opposed to a direct word-for-word translation of the text. The period of performance is for a base year and four additional one-year option periods. The requirement is anticipated to be full and open under the North American Industry Classification System (NAICS) Code 518111 (Information access services, on-line). Further instruction will follow in the Request for Proposal (RFP). A RFP will be made available on the Internet at http://www.uspto.gov/web/offices/ac/comp/proc/currproj.htm on or about August 16, 2005. Interested parties are responsible for checking the website regularly for release of the RFP and for other procurement-related documents. Since all procurement-related documents will be released via the Internet, a mailing list and list of interested vendors will not be available. Interested firms must respond to the RFP in order to be considered for award of any resultant contract. QUESTIONS REGARDING THIS PROCUREMENT WILL NOT BE ENTERTAINED AT THIS TIME.
