Description
The purpose of this amendment is simply to correct typos, including inappropriate question marks, which appear in the original notice posted to FedBizOpps. No other aspects of the original notice are being changed. The US Department of Education/White House Initiative on Historically Black Colleges and Universities has a requirement for a contractor to prepare an annual report on the results of participation of Historically Black Colleges and Universities in Federal Programs for the period covering FY04 through FY05 (October 1, 2003 through September 30, 2005) as mandated by Executive Order 13256 issued by President George W. Bush which mandates that "The HBCU Board shall prepare and issue an annual report to the President on the results of the participation of historically black colleges and universities in the federal programs... In the annual report to the President, the Board shall make recommendations on how to increase the private sector role, including the role of private foundations, in strengthening historically black colleges and universities. Particular emphasis should also be given in the report o enhancing and improving institutional infrastructure, including the use of technology, to ensure the long-term viability and enhancement of these institutions... Each year the Board shall report to the President on the progress achieved in enhancing the capacity of historically black colleges and universities to serve their students, including findings and recommendations for individual departments and agencies in connection with their Annual Performance Reports. The subject report will cover data from FY2004 through FY2005 as well as incorporate FY03 data which was previously not available when the FY2003 report was issued. The contractor shall collect data from each of the federal agencies designated by the Secretary of Education, in cooperation with WHI staff and the Executive Director or designated ED official; The contractor shall analyze data from previous performance reports to demonstrate funding trends by each agency; The contractor shall utilize limited descriptive statistical analysis to measure program performance from Annual Federal Performance Reports submitted by each federal agency from fiscal year 2004-2005 data. This data should be effectively illustrated by utilizing appropriate graphs and charts to demonstrate programmatic trends, growth and declines. This data shall also include FY03 data which was unavailable when the FY03 Annual Report was created; The contractor shall consult with WHI staff and coordinate the collection of delinquent agency reports, and the use and presentation of other relevant data from the Integrated Postsecondary Education Data System (IPEDS) about HBCUs critical to understanding the current state of the institutions; The contractor shall review the reported Agency or Department data for accuracy, compared to previous year data and the Agency or Department Annual Plan submitted to the Secretary; The contractor shall assess Agency or Department compliance with the E.O. 13256 requirement in section 7 and 8 for the establishment and implementation of HBCU "capacity building" programs that benefit HBCUs, and institutional progress in the implementation of such programs; The contractor shall determine the extent to which designated Agencies or Departments have developed partnerships with private sector entities pursuant to Section 9 of the E.O. and the Private Sector Strategy developed and adopted by the Board of Advisors; The contractor shall prepare a written DRAFT Annual Report - for review by the Subcommittee on the Annual Performance Report and the Subcommittee on the Annual Federal Plans - prior to final review and adoption by the Board of Advisors; The contractor shall prepare a final DRAFT Annual Report for consideration and approval by the President's Board of Advisors to the President that: (a) presents the data contained in the Agency or Department reports to the Secretary in a coherent, understandable format; (b) analyzes designated Agency or Department progress in achieving their identified objectives and the HBCU "capacity building" goals of the Executive Order; (c) formulates any special issues identified by the Board that may be critical to the achievement of the goals of Executive Order 13256; (d) articulates any policy recommendations to the President relative to pending legislation before the Congress, or agency regulatory or other policy affecting the HBCUs, or their present potential students; and (e) highlights various private sector partnership initiatives as identified by the Board's private sector subcommittee. The Government will make award to the offeror whose quote represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Thorough knowledge and understanding of the participation of Historically Black Colleges and Universities in Federal Programs (25 points), Technical approach (45 points) experience (citing examples of similar work and references) (30 points). Proposals will be evaluated based upon the contractor's technical expertise and knowledge of the participation of Historically Black Colleges and Universities in federal programs. The contractor shall demonstrate technical expertise and knowledge by citing examples of past experience and references. Statement of Work follows: Mission of the Office: To strengthen the capacity of Historically Black Colleges and Universities (HBCUs) to provide excellence in education. Role of the Board: The President's Board of Advisors on Historically Black Colleges and Universities advises the President and the Secretary of Education on strengthening these institutions. The board also: issues an annual report to the President on HBCU participation in federal programs; advises the Secretary of Education on increasing the federal role in strengthening HBCUs; and reports to the President on how to increase the private sector role in strengthening these institutions. Focus of the Report: Executive Order 13256, issued by President George W. Bush on February 12, 2002 establishes the White House Initiative (WHI) on Historically Black Colleges and Universities (HBCUs), and mandates that "The Board shall prepare and issue an annual report to the President on the results of the participation of historically black colleges and universities in the federal programs...In the annual report to the President, the Board shall make recommendations on how to increase the private sector role, including the role of private foundations, in strengthening historically black colleges and universities. Particular emphasis should also be given in the report to enhancing institutional planning and development, strengthening fiscal stability and financial management, and improving institutional infrastructure, including the use of technology, to ensure the long-term viability and enhancement of these institutions... Sec. 8. Each year, the Board shall report to the President on the progress achieved in enhancing the capacity of historically black colleges and universities to serve their students, including findings and recommendations for individual departments and agencies in connection with their Annual Performance Reports. The 2004-05 Annual Report would represent the third Annual Report to the President prepared under Executive Order 13256. The subject report will cover data from FY 2004 through FY 2005 as well as incorporate FY03 data which was previously not available when that report was issued. The contractor will only be responsible for tasks outlined below in the Statement of Work. THE CONTRACTOR SHALL COMPLETE THE FOLLOWING TASKS: 1. The contractor shall collect data from each of the federal agencies designated by the Secretary of Education, in cooperation with WHI staff and the Executive Director or designated ED official; 2. The contractor shall analyze data from previous performance reports to demonstrate funding trends by each agency; 3. PERIOD OF PERFORMANCE: The period of performance will be February 15, 2006 to May 31, 2006. DELIVERABLES: The contractor shall follow the rules and regulations for publishing as outlined in the Guide to Publishing at the U.S. Department of Education at http://www.ed.gov/internal/GuidetoPublishing.doc. Book Sizes: All materials shall be completed by the contractor in either 8.5 x 11 or 8.5 x 5.5 format. ED Seal: The ED Seal shall appear on the back cover. The logo shall be in either its full regulation colors, as well as font style, or in black and white or all blue or reversed out. No other color formats shall be used. Fonts: All publications shall be completed in either Avant Garde (Arial) or Garamond style fonts. Images: Professional photographs, illustrations and typographic designs representing the content of the publication shall be used. (Any costs associated with securing these images shall be included in the contractor's proposal. No additional funding will be provided.) A watermark of the ED seal may also be used. First Draft of Report due April 17, 2006 (three hard copies, one electronic -- utilizing MS Word or MS Publisher.) Second Draft of Report due May 31, 2006. (three hard copies one electronic -- utilizing MS Word or MS Publisher.) TRAVEL: Any anticipated travel expenditures shall be paid by the contractor. These expenditures should be included in the contractor's proposal. No additional funding will be provided for this purpose. Only charges for services that have been completed and approved shall be subject to payment. Payments will be made via electronic funds transfer 30 days after receipt of the invoice.
