- Solicitation Number SP0935-06-R-R004 TOTAL NUMBER OF NSNs: 49 ANNUAL EST. DOLLAR VALUE: $195,146.00 5 YEAR EST. DOLLAR VALUE: $975,733.00 EST. MAXIMUM CONTRACT LIMIT: $4,878,667.00 This requirement is for the procurement of QPL items procurable only from approved sources. The scope of the contract, regardless of the awardee, is to procure QPL items only from the approved QPL source(s). There are 49 QPL items in this project. Federal Supply Classes include, but are not limited to 5905, 5935, 5945, and 5962. The NSNs in this acquisition are limited to items in which the Government does not possess complete technical data to support full and open competition. It is highly unlikely that technical data will be developed to support full and open competition during the life of the contract. The solicitation is for an Indefinite Quantity Contract for one (1) basic year with options to extend the contract for four (4) additional years at one (1) year increments, utilizing Firm-Fixed-Price with Priced Options. Single or split awards are anticipated, however, Clause L15D01- All or None (DSCC 52.215-9C01) is included, thus awards will be made on an all or none basis for each contract line item (CLIN). Clause H15D01, Addition/Deletion of Items on Schedule is included in contract to accommodate future NSN add-ons that are within the scope of contract, or deletion of items in the contract that may alter the value of the contract. All 49 NSNs are managed by the Defense Supply Center Columbus (S9C). The solicitation allows for the procurement of items to meet coverage for stock requirements. It incorporates provisions to process electronic transmission of delivery orders against the basic contract and for contractors electronic submission of invoices. Evaluation Criteria: Offers are evaluated using provisions of Clause M15D04: price, offered delivery, S&S, Option, socio-economic and mentoring plan capabilities, and Javitts-Wagner-O'Day Submittal as they apply. The intent is to synopsize the items in the FedBizOps 15 days prior to the issuance of solicitation. MARKET RESEARCH: Background: Past procurements were reviewed to determine prior source(s), prices paid, and deliveries of the NSNs in this package. Prior contractors who had supplied the items in the past will be solicited. METHOD OF ACQUISITION: In the absence of adequate price competition, and if price reasonableness determination is not reached, proposed price(s) will be negotiated with the offeror(s).
