Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Open Principle Consulting, LLC., (Open Principle) Cannon Falls, MN to utilize, modify and maintain a website to facilitate online registration for upcoming research festival activities; develop back-end programming to store the applications, abstracts, and conference materials, that are available to be reviewed and annotated by the event coordinators; develop various outputs of the materials submitted by the applicants, in formats specified by the OFT coordinating staff; be knowledgeable in the design, development and deployment of a Java J2EE web application; provide OFT with a percentage of the overall application code that is continually covered by automated regression tests. In order to ensure the highest quality application, the contractor will ensure that > 90% of the code is covered by code coverage tests; develop the application code using modern web based architecture. The architecture must include the correct and appropriate application of various standard open source projects such as Jakarta Struts, Spring, JDBC, Hibernate and Acegi Security; develop the Application as a Java J2EE/JSP application capable of being deployed on any J2EE server environment and the back end database must be my SQL. The existing source code and assets/resources were developed and are owned by Open Principle. Open Principle, only, has the license(s) and rights to certain aspects of the existing website to which will be modified and added. Additionally, the open technology will be contractor will be using an additional body of work that is also owned exclusively by Open Principle [User Management Module -- UMM] to integrate with NIH login for managing users, permissions, security, current website and any modifications to the website. Centralizing user management and integrating with the existing NIH Single Sign on Mechanism will make managing users & permissions easier and prevent the duplication of users & permissions in each website/application that is written for NIMH. This body of work is not available in the open market, and no other vendor has rights to use this body of work. All hardware, software and licenses needed for the original design as well as any future needs will be provided by Open Principle. Open Principle will continue with original design, cost of basic equipment and materials has already been absorbed by institute and time delays will be minimal due to experience with program. The North American Industry Classification (NAICS) Code is 541511 and the Size Standard is $21.0M. The acquisition is being conducted under simplified acquisition and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
