Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified small business sources and their size classifications (HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-Owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. Businesses that are not considered small under the NAICS code should not submit responses to this sources sought announcement. Project Description: The goal of the project will be to implement a National Action Plan for Behavioral Health Workforce Development. In 2002, the American College of Mental Health Administration held its annual summit on issues related to human resources in behavioral healthcare. This summit led to two purchase orders from SAMHSA?s Center for Mental Health Services (CMHS) to a group that subsequently became known as the Annapolis Coalition. The Annapolis Coalition in turn is one of the workgroups of an entity known as the Academic Behavioral Health Consortium. The first purchase order resulted in a meeting held in Annapolis, Maryland, and a subsequent publication (Administration and Policy in Mental Health. Hoge, M. A., and Morris, A., eds. Special Double Issue: Behavioral Health Workforce Education and Training, 29: 4/5, May 2002) that summarized the activities of the group, including human resource problems. The second purchase order was designed to begin identifying solutions to these problems. Again, a large meeting was held in Annapolis, Maryland, which resulted in a solutions approach called "competency based training." Another special issue of the Administration and Policy in Mental Health Journal was published summarizing the results of this meeting (Administration and Policy in Mental Health. Hoge, M. A., and Morris, A., eds. Special Issue: Implementing Best Practices in Behavioral Health Workforce Education, 32: 2, November 2004.). Based upon the results achieved in these two purchase orders, subcontracts were awarded to the Annapolis Coalition in 2004 and 2005 to develop, through a consensus building process, a draft National Behavioral Health Workforce Development plan; convene a National Summit on Human Resource Transformation to build broad-based support for future implementation of the plan; and provide an outline for developing a National Human Resource Transformation Center that could provide support to the entire behavioral health field with respect to initial clinical training and continuing education. In addition, the subcontract supported the updating of the web site for the Annapolis Coalition (currently www.annapoliscoaliton.org) so that the web site would be interactive and capable of delivering modern information technology-based training at a distance, in which trainees work at their own speed from a training protocol and which will permit interactive video streaming of important training tools. The focus of the project will be to: (1) Identify additional Federal, National, State, Public and Private stakeholders who need to be involved in the development and implementation of the plan and develop and implement a strategy for obtaining their input in, and support of, the plan; (2) In collaboration with SAMHSA, convene meetings with stakeholder groups to obtain their detailed reviews of the draft plan; (3) Refine the plan based on input from all Federal, National, State, Public and Private stakeholders. The plan will have greater impact if it is considered an evolving blueprint that is periodically refined through expanded stakeholder participation; (4) Provide technical assistance to various stakeholder groups identified by SAMHSA as priority groups in implementing the plan; (5) Provide technical assistance to states, communities and organizations, and individuals who seek guidance on workforce planning and interventions based on the plan, via web-based tools, phone consultation, and on-site assistance; (6) Disseminate the plan through issue briefs, web sites and other marketing and communication strategies; (7) Develop a tracking system for monitoring the implementation of the plan by the various entities; (8) Provide consultation to the SAMHSA workforce development workgroup and the various Centers within SAMHSA as they develop an agency agenda on workforce development based on the plan; (9) Consult with SAMHSA around the selection of high priority action items; develop proposed implementation options/plans for SAMHSA review; coordinate and/or support the implementation of selected options; and implement selected options; (10) Provide logistical support, including travel, lodging, and meeting support, as needed. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted (not subject to the 11-page limit above). The anticipated period of performance is 12 months, with two 12-month option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Response to this notice shall include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned business? 7. Describe your proven capability for working collaboratively with States, Federal, National, Public and Private stakeholders on activities similar in scope to implementing a national plan for health and human services. 8. Describe your proven capability for identifying and convening key stakeholders in health and human services to obtain their buy-in for the plan. 9. Describe your proven capability and capacity to provide leadership, coordination, and technical assistance on an ongoing basis to States, the Federal government, organizations, and individuals on workforce development issues as they relate to substance abuse prevention, substance abuse treatment, and mental health services. 10. Describe your proven capability and capacity to provide technical assistance and manage communications in a variety of formats and media, including web-based and on-site training, telephone and videoconferencing, presentations, email, meetings, workshops, and conferences. 11. Describe your proven capability for producing issue briefs, marketing and communication strategies, and other reports. 12. Describe your proven capability in responding to a variety of requests for information with quick turnaround times and for presenting information about complex issues to a variety of audiences, both orally and through written materials. 13. Describe your proven capability and capacity to manage budgets and address administrative issues in a timely and customer-friendly manner (e.g., subcontracts, reports, payments, etc.). 14. Describe your proven capability and capacity to provide logistical and meeting support. This is not a request for proposals and in no way obligates the Government to award any contract. Responses to this sources sought synopsis will not be considered adequate responses to the solicitation, a request to be added to a prospective offerors list, or a request to receive a copy of the solicitation.
