Description
The Government is seeking sources for the re-procurement of the Sight, Night Vision, Sniperscope (SNS) AN/PVS-10. The sight must meet all the requirements of MIL-SPEC-45428, dated 1 March 2001, Performance Specification for Sight, Night Vision, Snip erscope (SNS), AN-PVS-10 which establishes the performance, manufacture, test, and acceptance requirements for the SNS. The specification and the drawings cited in the specification are available by request. The Sight, Night Vision, Sniper Scope, hereina fter referred to as the Sniper Night Sight (SNS), is a lightweight, weapon mounted, self contained day/night weapon system. Sniper weapons supported include the M24 Sniper Weapons System (SWS), and the M110 Semi-Auto Sniper System (SASS). The M24 and the M110 utilize 7.62 mm NATO ammunition. It is an image intensified passive device designed primarily for use by the sniper for both day and night operations. A day/night select lever permits the user to change the mode of operation from day to night or fr om night back to day. The SNS employs a variable gain image tube that can be adjusted by the user depending on ambient light levels. It includes a reticle that can be used either as a blackline reticle for daytime use or can be illuminated for night oper ation when required. An eyepiece diopter adjustment is provided so the SNS can be used without corrective glasses. A MIL-STD-1913 mounting interface is integrated into the base of the sight to permit the sight to be quickly mounted or dismounted to the w eapon. The SNS optical system is comprised of two optical channels. The night channel includes an objective and eyepiece, common to both the day and night channels, an 18mm image intensifier tube, and an optical relay between the image tube and reticle. The day channel includes the common objective and eyepiece, and an optical relay. The eyepiece can be focused to accommodate different users. An aiming reticle is provided at the common image plane of the objective and eyepiece. The reticle can be used either as a blackline reticle or can be illuminated for use at night. The reticle aim point can be adjusted for zeroing to the weapon and to correct for both elevation and windage. Tactile adjustment increments are: 1.0 minute-of-arc (MOA) for elevation and 0.5 MOA for windage. A ballistically compensated scale is provided for the elevation adjustment with markings from 100 to 1,000 meters in 50 meter increments. Two (2) Alkaline or Lithium 1.5 Volt dc AA commercial battery cells power the SNS image intensifie r (I2) tube and the reticle light emitting diode (LED). The SNS system consists of the day/night viewer, integrated mount adapter, carrying case, and shipping and storage case. Ancillary equipment includes the following: eyeguard, objective lens cover, sunshade, eyepiece lens cap, and operator's manual. The shipping and storage case protects the SNS system against damage associated with transportation, handling and storage. The soft carrying case provides protection against the conditions associated with carrying the SNS and its ancillary equipment in a fiel d environment. The integrated mounting adapter interfaces directly to the MIL-STD-1913 rail. The viewer consists of a body, objective lens, eyepiece lens, relay lens, and I2 tube. The viewer body contains a low-battery LED indicator, electronic control switches, and a day/night select lever. The electronic controls for the image tube includes a button which turns the sight ON or OFF and two buttons for scene brightness control. The electronic controls for the reticle includes a button for turning the r eticle ON or OFF and two buttons for brightness control. When the day/night select lever is in the day position, a disconnect circuit turns system power OFF. When in the day position, neither the image tube nor reticle can be turned ON. Interested sources should request the specification cited above and the drawings referenced in the sp ecification from the POC below NLT 21 February 2006. Potential sources will be required to submit technical information in hard copy addressing system performance, environmental characteristics, and electromagnetic interference as compared to the require ments listed in the specification. Two (2) production representative samples are required to be submitted with the technical information if the source has not delivered the sight to the US Army within 12 months of the posting date of this notice. Sources who have delivered representative systems to the US Army in the last 12 months shall submit the following information: Contract number, contract date, Contracting Officer, and contact information to include telephone number and email address. Production samples will be tested in a laboratory environment and during live fire. Sample systems will be returned to the offeror NLT than 60 days after receipt. This request is limited to contractors that are capable of providing completely integrated systems that meet the requirements herein defined. All information is to be submitted at no cost or obligation to the Government. Information obt ained through this sources sought announcement will be utilized for planning purposes and possible Government procurement. Documentation provided will not be returned. This is a sources sought notice only. It is for planning purposes only and should not be construed as a Request for Proposal or a commitment by the United States Government to procure any systems.
