Description
The U.S. Army Corps of Engineers, Huntsville Center intends to award one firm fixed price contract to James M. Duncan, a small business, as a sole source award for a course titled Shear Strength. The one award will be for an estimated contract va lue of $25,000 to $50,000 for one base period. This course provides geotechnical engineers with the background and knowledge of shear strengths required in stability analysis of embankment dams, levees, and slopes in open cuts or natural ground. Participa nts completing this course will be well prepared to select appropriate design shear strengths for various cases for which stability analyses are to be performed. This course compliments and enhances the training in dam safety. It is anticipated that a fi rm fixed price award will be executed in accordance with Federal Acquisition Regulation (FAR) 13.5. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement and submit a proposal. Any proposed course should currently exi st in the commercial market place and meet the requirements herein. In addition, proposed instructors shall meet the education and experiences requirements shown below. This notice is not a request for a competitive proposal. However, all proposals rece ived not later than 2 p.m. Central Day Light Time, 08 Mar 2006, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the govern ment. This course provides instruction in the following topics: (a) Shear strengths, concepts, failure envelopes, and failure criteria; (b) Shear strengths of cohesionless soils; (c) Shear strengths of cohesive soils: (1) Types of shear strengths (Q, R, R-bar, S strengths, and anisotropically consolidated shear strengths), test procedures, and plotting results; (2) Stress paths and interpretation; (3) Factors affecting tests and strengths; (d) Un-drained strength tests and interpretation; and (3) Methods and c ases of Corps slope stability analysis and related matters. Experienced firms must be capable of putting a team of qualified and experienced firms together to support the Professional Development Centers Prospect Course titled Shear Strength. The offeror / quoter shall provide a staff that is experienced in dev eloping, revising, administering, and instructing short courses of instruction. The instructor staff shall be qualified by education and experience in relevant subjects to perform the requirements of the Statement of Work. The offeror / quoter shall prov ide instructors who are qualified by education and experience in the professional disciplines to which the subject matter relates. A copy of resumes depicting education and experience in the subject matter described in the paragraph above shall be provide d for government review. The offeror / quoter shall also provide a copy of the course workbook with any supplemental materials which are used in conducting this course. The government will review for technical adequacy. Note, the government does not own student workbooks and materials used to teach this course. Each offeror / quoter must have a course already developed. This requirement is to provide a training course in Shear Strength. This course provides geotechnical engineers with the background and knowledge of shear strengths required in stability analysis of embankment dams, levees, and slopes in open cuts or natur al ground. Participants completing this course will be well prepared to select appropriate design shear strengths for various cases for which stability analyses are to be performed. This course compliments and enhances the training in dam safety. There will be one session for this course. The session 06-01 is scheduled to be held in Huntsville, AL from six (6) to 8 (eight) June 2006. The course length is 24 hours and the number of students attending the course is 25. Offeror must provide instructors who have experience in administering and instruction short courses of instruction and who are knowledgeable in Shear Strength. The contractor must have extensive experience with the U.S. Army Corps of Engineers and shall h ave taught a Shear Strength course.
