- The Product Manager, Force Protection Systems (PM-FPS), has a reprocurement requirement for the installation and testing of the Integrated Commercial Intrusion Detection System-IV (ICIDS-IV). This announcement provides notification of a planned rele ase of a draft Request for Proposals (RFP) on or about February 10, 2006 for the site survey, site design, site preparation, commercial equipment installation, engineering support, training and technical manuals, testing, acceptance, and warranty of ICIDS- IV. The ICIDS-IV is a detection system used to monitor designated areas and facilities on and around an installation. When unauthorized attempts to enter these areas and facilities are detected, the ICIDS-IV provides alarms for operators to take require d action. The objective of the ICIDS program is to provide a standard configuration for military installations. ICIDS-IV consists of Commercial Off-the-Shelf (COTS) equipment, to include interior and exterior sensors, Primary Monitor Consoles (PMC), Remo te Status Monitors (RSM), Remote Area Data Collectors (RADC), Closed Circuit TV (CCTV), and Entry Control Equipment (ECE). The requirement is intended to be a fixed price indefinite delivery/indefinite quantity contract with a base year and four (4) opti on years. Instructions for accessing the Draft RFP consisting of Statement of Work (SOW), proposal instructions, and evaluation criteria for industry comment will be available on the FedBizOpps web site at http://www.fbo.gov on or about 10 Feb 06. Hard copy reque sts may be accepted on or after this date. The final solicitation that incorporates any changes as a result of industry responses to the draft solicitation is expected to be issued on or before 31 March 2006. Contract award is anticipated to occur in the 1st Qtr 2007, government fiscal year. The NAICS code for this requirement is 561621 and the size standard is $10.5M. The minimum dollar value for the total requirement is $1.2M. The maximum total value over the five year period could be $200M. Experience gained during ICIDS-I through ICIDS-III demonstrated difficulties with the current approach related to site survey, site preparation and installation. These difficulties have led to numerous contract modifications to extend the delivery date an d increase cost. In responding to the draft RFP, the government is intent on obtaining industry recommendations for mitigating these performance risks through innovative management and possibly incentives. Additionally, based on the SOW, contractors shou ld recommend labor categories to accomplish the technical effort. Following the review of comments received from the Draft RFP, the Government will update its documents and release the RFP. Consequently, to ensure participation in the competition, you sho uld respond to the Draft RFP, although a follow-on synopsis will precede the release of the final RFP.
