Description
The following questions and answers are hereby incorporated into the combined synopsis/solicitation: Question 1: Under objective one, there is a request for consultation with the Center for School Improvement. Will this require face to face meetings? If so, approximately how many trips and for what duration? Answer 1. For Objective one, the meetings will be face to face to provide a total of (20 days), 1- 2 days per trip. And for Objective two, the meeting will be face to face to provide (25) days, 1-2 days per trip. Question 2: Task 2A lists a requirement to facilitate focus groups. Is the contractor responsible for organizing and leading focus groups? If so: Ho many groups? Approximately how many individuals per group? How often will groups meet? Where will focus groups meet? What work will they be expected to do and will this include a stipend for work done by focus group members? Answer 2. Yes, the contractor will be responsible for leading focus groups. There will be 2 focus groups, with about 12 people representing the 3 regions. The groups will meet 4 times, and the focus groups will meet in Albuquerque, New Mexico. The groups will analyze resulting data related to the components of the coordination of services for students with disabilities. There will be no stipend for the group. Question 3: With respect to the data collection requirement under Task 2A: will this be done primarily from a distance, is on site required, or would this be a combination of on-site and distance communication? If on site, will the data be a sampling or involve travel to all BIA schools? Answer 3. Data collection will be gathered from a distance, from appropriate OIEP/Division of Compliance, Monitoring and Accountability (DCMA) (formerly CSI), line office and local school personnel as it relates to the coordination of service for students with disabilities. Question 4. Under Task 2B, the contractor is required to assist with development of materials for the Memorandum of Agreement. Could you be more specific as to the requirements for this subtask and its associated travel requirements? Answer 4. The contractor will need to develop a power point presentation, information materials, and brochures describing the Memorandum of Agreement (MOA) between IHS and OIEP, which will be used for information training sessions to our three regional offices and to the 12 IHS Area Offices. The travel required will be in consultation face to face with staff at the DCMA for a total of 10 days, 1-2 days per trip. Question 5: required qualifications state provider must be willing to do extensive travel to native American communities. Task 1D requires 6 days training, Task 2B requires 10 days training. I have posed questions above with respect to focus groups and consultation with CSI that address travel. Aside from those requirements, is there other travel to communities for which the contractor needs to plan? Answer 5. There are no other days that the contractor will have to travel to Indian communities. All other terms and conditions shall remain in full force and effect.
