- The Bureau of Reclamation, Lower Colorado Region, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Mr. Robert Mullion, dba Red River Farms, for approximately eight-six (86) irrigable acres to provide farming and irrigation services at the Cibola Valley Conservation Area (CVCA), located near Cibola, Arizona. Purpose of Contract The purpose of this contract will be to perform farming and irrigation services at the CVCA, located near Cibola, Arizona. Interested parties will be required to submit a proposal that details the cost estimates for the following items; disking, spraying, seeding, leveling, and irrigation. Term of Contract The term of this contract will be no more than 12 months from the date of award. 2. Services to be Performed Task 1 - Irrigation Work will include irrigating cottonwood-willow a minimum of sixteen (16) waterings per year on CVCA Phase I. The exact irrigation schedule will be determined by Reclamation personnel. The irrigation schedule will vary due to variable conditions, e.g., weather conditions, pumping capacity, soil infiltration rates. Task 2 - Farming Services Work will include preparing the fields for planting and maintenance of the native plants after planting. Land preparation may include disking, leveling, weed eradication, and cover crop seeding, as determined by Reclamation personnel. Other services may include spot replacement planting, weed eradication, spraying, and trimming, as determined by Reclamation personnel. 3. Special Considerations " The surrounding fields are under contract agreement between a local farmer and the Mohave County Water Authority, the landowner for CVCA. Mr. Mullion is the lease farmer for MCWA for the proposed CVCA Phase I lands and is responsible for setting the irrigation schedules for approximately 700 acres of agricultural fields in the Cibola Valley; " As a lease farmer, Mr. Mullion controls, maintains, and provides the irrigation for his lease lands and currently employees a full-time staff to provide irrigation to Cibola Valley lands. Integration and coordination of the irrigation requirements for both the active agricultural fields and restoration projects is critical; and " MCWA is a willing partner, sharing the same goals and objectives as Reclamation in the continuing effort to create and restore native habitat. MCWA has made these agricultural fields available for Reclamation's use under its obligation to restore habitat consistent with the Lower Colorado River Multi-Species Conservation Program. Mr. Mullion is the only lease farmer currently authorized by MCWA to irrigate these fields. This procurement will be awarded using Simplified Acquisition Procedures.
