- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Description: 100% Set-Aside for Small Business. Number Q9420060014 is issued for Clear Vertical Grain Western Red Cedar to be delivered to Lewis & Clark National Historical Park, 92343 Fort Clatsop Rd., Astoria, OR 97103. Product must be delivered no later than March 23, 2006. The National Park Service requires a firm, fixed-price offer. This solicitation incorporates all required provisions and clauses that are in effect through Federal Acquisition Circular 2005-08 dated January 5, 2006. This acquisition is a Small Business Set-aside. The North American Industry Standard (NAICS) Code for this action is 321113 and the Small Business Administration size standard for this code is 500 employees. The Contractor shall furnish and deliver Vertical Grain Western Red Cedar described as follows: Purchase Option 1. 100% Split vertical grain Western Red Cedar: Thickness applies to all dimensions; 1 1/8 inch minimum - 2 1/8 inch maximum. A. Length; 11'-6" (12-0 will be accepted) Width: 12" to 16" random widths 30 boards (30 to 40 total feet of width) B. Length: 10'-6 (11'-0 will be accepted) Width: 12" to 16" random 118 total feet of width C. Length: 40 inches Width: 5" to 18" 636 total feet of width Purchase Option 2. 100% Sawn vertical grain Western Red Cedar: Thickness applies to all dimensions; 1 1/8 inch minimum - 2 1/8 inch maximum. A. Length; 11'-6" (12-0 will be accepted) Width: 12" to 16" random widths 30 boards (30 to 40 total feet of width) B. Length: 10'-6 (11'-0 will be accepted) Width: 12" to 16" random 118 total feet of width C. Length: 40 inches Width: 5" to 18" 636 total feet of width The NPS shall award one option only. You may provide a quote for either Purchase Option 1 or 2 or both options. The following provisions and clauses are applicable to this acquisition and are available at www.arnet.gov. FAR 52.212-1 Instructions of Offerors-Commercial Items, FAR 52.212-2, Evaluation-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The following evaluation criteria will be used to evaluate proposal submission: The ability to meet the required delivery date of March 23, 2006 or sooner, and the cost. The evaluation criteria are approximately equal in importance. Award of any purchase order resulting from this solicitation will be based on the best value to the Government, cost or price and other factors considered. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. The Government reserves the right to make award without further discussion. Quotes may be submitted via e-mail, fax or regular mail. Quotes shall include the following information: A) Complete list of materials listed above with grand total; B) Technical Information - (1) The ability to meet the required delivery date of March 23, 2006 or sooner. Include name of company, contact name and phone #, description and dollar value of project; (2) Description of country of origin for each item: (3) Completed copy of FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. The Government anticipates award of a firm-fixed price purchase order on or before February 14, 2006.
