- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase on a sole source basis one single site license for each of the following: CATALOG XPRESS BASICS (PCN. CATX), HISTORICAL DoD STANDARDIZATION SERVICE ? COMPLETE (PCN. DS979), NAVAL INSTRUCTIONS & DIRECTIVES ACTIVE & HISTORICAL ? COMPLETE (PCN. ML69), ACTIVE HISTORICAL DoD DIRECTIVES (PCN. ML79), SPECIFICATIONS & STANDARDS - CORE (PCN. QML1), DoD ADOPTED INDUSTRY STANDARDS (PCN. DSA53), NATO DOCUMENTS (PCN. ML959), and two site licenses for HAYSTACK GOLD (PCN. HG58) and APL / AEL ADD-ON (PCN. HG69) from Information Handling Services (IHS), 15 Inverness Way East, Englewood, Co. 80112-5710. IHS is the only known supplier that meets the government?s needs for a subscription that is all online and continuously accessible to NSWCDD and Dam Neck users in a Graphical User Interface (GUI). This online subscription also provides a single consolidated index with direct access to the individual document images, a single full text electronic link to any active DoD adopted Industry Standard without license or copy limitation, and a single full text electronic link to NATO STANAGS (NATO standards). No other source is known to meet these requirements. Items are to be priced FOB destination Dahlgren, 17350 Dahlgren, VA 22448-5100. Award is to be made under simplified acquisition procedures on an all or none basis. The closing date is COB 13 February 2006. Anticipated award date is 26 February 2006. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, and 17320 Dahlgren Road, Dahlgren, VA 22448-5100. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS COMMERCE BUSINESS DAILY (CBD) NOTICE.
