Description
The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement for a firm-fixed price requirements contract for laboratory analytical services. The scope of services requires the Contractor to provide laboratory services for the compliance monitoring of the Nogales International Wastewater Treatment Plant (NIWTP) located in Nogales, Santa Cruz County, Arizona. Services will be in accordance with a National Pollutant Discharge Elimination System (NPDES) permit and an Arizona Aquifer Protection Permit (APP). In addition, testing may be required on samples related to NIWTP operational monitoring, monitoring of the international interceptor, and/or groundwater monitoring conducted by the USIBWC in the Nogales area. Laboratory services may also be required for surface water, groundwater, leaking underground storage tank, hazardous and solid waste monitoring requirements along the U.S./Mexico border in Arizona. The Contractor shall furnish all labor, material, supplies, equipment, and personnel to perform laboratory services for the samples provided by the USIBWC. The Contractor?s laboratory must be certified by the State of Arizona to conduct water, wastewater, groundwater, sludge/solid waste and/or toxicity laboratory analysis for compliance monitoring purpose. The Contractor?s laboratory shall be geographically located so that the samples collected from area along the U.S./Mexico border in Arizona can be submitted to the laboratory and processed by the laboratory in a timely manner. The Laboratory shall analyze samples in accordance with methods approved by the United States Environmental Protection Agency (EPA) and/or the State of Arizona Regulations. The resultant contract will be for a basic period of one (1) year with four (4) one year option years. The term of the contract will not exceed five (5) years. Tentative dates for issuing and receipt of proposals are March 1, 2006 and April 3, 2006 respectively. Requests for solicitation must be submitted in writing to the International Boundary and Water Commission, U.S. Section, Attn: Pat Singer, at the preceding address or by email. No telephone or facsimile request will be accepted. There will be no charge for the solicitation packet. Offers are solicited from small business concerns. Offers received from businesses that are not small business concerns will not be considered. The North American Industry Classification System (NAICS) code for this acquisition is 541380, Testing Laboratories. The associated small business size standard is 10 million dollars annual average gross receipts for the past three years.
