Description
NASA/GRC has a requirement for a service contract for preventive maintenance and emergency service of the following Government-owned, JEOL Scanning Electron Microscopes: 1.) One each Model 840A W/LGS/BEI, includes probe current detector and water chiller; 2.) One each Model 840A W/LGS/BEI, included frame store and probe current detector; 3.) One each Model 840A W/LGS/BEI, included frame store probe current detector and image archiving system; 4.) One each JSM-6100 scanning microscope; 5.) One each JSM-6400 scanning microscope, including water chiller. Place of performance is Glenn Research Center, 21000 Brookpark Road, Cleveland, OH, 44135. The DPAS rating for this procurement is DO-C9 NASA/GRC intends to purchase this service agreement from JEOL USA, Inc. since they are the manufacturer and only their trained service personnel can properly service, align and calibrate the extremely complex and intricate systems involved and assure accurate operation and analysis. Additionaly, the service documentation is proprietary and replacement parts can only be supplied by JEOL. The Contractor shall provide up to a maximum of two routine maintenance visits per year. During routine maintenance visits work will be performed on the instrument to assure long-term performance and reliability. Malfunction systems will receive corrective service at this time. Routine maintenance visits should be initiated by the customer to ensure a mutually satisfactory plan. Whenever the instrument requires emergency service outside the customary customer responsibilities, an engineer will be provided to make the appropriate repairs during regular business hours, excluding scheduled holidays, and at no charge to the customer. The Contractor shall provide all necessary maintenance, labor, repair parts excluding consumables) tools, test equipment, transportation and other related services to restore and keep the equipment in operating condition. Only new or refurbished like-new parts will be used in performing repairs. The Contractor shall perform the service during normal work hours, which are 8:30 a.m. to 5:00 p.m. (local time) Monday through Friday excluding Federal holidays. The Contractor shall identify a single point of contact for service calls; and response time is next day during an emergency/down situation. The Government intends to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
