Description

This is a combined synopsis/solicitation for Commercial Items; prepared in accordance with the format in subpart 12.6; as supplemented with additional information included in this notice. This notice constitutes the only solicitation. This solicitation, HSCG81-06-Q-04095, is issued as a Request For Quotation (RFQ). Price quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-26. Federal Acquisition Regulation (FAR) clauses and provisions are available via Internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) is 423690 and Small Business Size Standard is 500. Offers are solicited only from small business concerns. Offers received from concerns that are not small business shall be considered non-responsive and will be rejected. DESCRIPTION: Respirator Fit Tester; TSI Portacount Model 8020A; or equal. Tester shall include the following accessories and features: Optional sampling adapters for 3M masks; OSHA- compliant fit test protocol; carrying case; AC adapter; reagent grade alcohol supply; fit test software on CD; operation and service manual; training video; computer interface cable; respirator fit test adapters for US Military M40 series Mask; US Military MCU2P/A mask and 3M 6000 Mask sampling adapter; uses ambient aerosol condensation nuclei counter (CNC) quantitative respirator fit factor; measures fit factor to greater than 10;000; tests any respirator type with a tight fitting face piece; includes fittest software for automating the fit test; set pass/fail level from keypad; digital display that indicates the exercise number in progress; and direct readout of fit factor. Contract Line Item No. (CLIN) 1. TSI Portacount Model 8020A, Qty: 4 each. (CLIN) 2. Shipping cost. Delivery address is U S Coast Guard MLC Atlantic, c/o U S Coast Guard ISC, 4000 Coast Guard Blvd, Portsmouth, VA 23703. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price, technical performance, quality, and other factors considered. All offers will be evaluated in accordance with the Simplified Acquisition Procedures, FAR Subpart 13.106. The provisions of FAR Clauses 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004); 52.212-4; Contract Terms and Conditions-Commercial Items (OCT 2003); and 52.219-6 Notice of Total Small Business are incorporated in this solicitation. The provisions of FAR Clause 52.212-3 Offeror Representations and Certifications ? Commercial Items (May 2004) shall be completed electronically via the Business Partner Network (BPN) web site at http://orca.bpn.gov. An offeror shall include in its proposal a statement indicating the online representations and certifications are incorporated in its offer, are current, accurate, and complete as of the date of its proposal.
