Description
The National Institutes of Health (NIH), Center for Cancer Research (CCR), Gene Silencing Section (GSS), plans to procure Quantigene Reagent Systems and Quantigene Probe Sets from Genospectra Inc., 6529 Dumbarton Circle, Fremont, CA 94555. The GSS is engaged in the study of the RNA interference mechanism and the application of methods that study this mechanism of gene function. An important part of the mission of the GSS is quantitating the degree of knockdown different molecules that mediate RNAi induction. This information is required if RNAi functional data is to be interpreted correctly and the GSS has been using the Quantigene RNA assay system as part of its on-going research to characterizing small molecules that mediate RNAi. The Quantigene RNA assay system makes use of capture plates that when combined with gene specific probes, a detection system and the RNA molecule they selectively bind to the plate. The Genospectra Quantigene RNA assay system is unique in that it enables the use of cell lysates and allows measurement of RNA levels in a linear fashion. This is the continuation of ongoing research and it is critical that new variables not be introduced into these on-going experiments. Genospectra, Inc. is the only known source to the NCI Researcher that can meet the aforementioned requirement. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EST, on February 15, 2006. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor?s responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. No collect calls will be accepted.
