- The Bureau of Prisons is seeking a Request for Quote from sources having the ability to provide OUT-PATIENT assessment and counseling and Mental Health Services in the geographically defined district of Detroit, Michigan (Wayne County) for the drug abuse treatment services for male and female Federal offenders (inmates) held under the authority of various United States Statutes. The geographically-defined area follows: Within the confines of West of Grand Blvd, South of I-94, North of John C. Lodge Fwy, and East of I-96. Performance period under this contract will be for a one year base period to begin on June 1, 2006 with four (4) one year option periods, with service ending (if all option years are renewed) on May 31, 2011. The services required for this contract include: Base Period, Option Year One, Option Year Two, Option Year Three, and Option Year Four, respectively: Base Period - Intake Assessment (1 per inmate for 40 min/80 max inmates) 40 min/80 max; Individual Counseling (17 units per inmate for 40 min/80 max inmates) 680 min/1360 max; Group Counseling (70 units per inmate for 40 min/80 max inmates) 2800 min/5600 max; Mental Health Intake Assessment and Report (1 per inmate for 1 min/5 max inmates) 1 min/5 max; Medication Monitoring (2 units per inmate for 1 min/5 max inmates) 2 min/10 max. Option Year One - Intake Assessment (1 per inmate for 40 min/83 max inmates) 40 min/83 max; Individual Counseling (17 units per inmate for 40 min/83 max inmates) 680 min/1,411 max; Group Counseling (70 units per inmate for 40 min/83 max inmates) 2800 min/5810 max; Mental Health Intake Assessment and Report (1 per inmate for 1 min/5 max inmates) 1 min/5 max; Medication Monitoring (2 units per inmate for 1 min/5 max inmates) 2 min/10 max; Option Year Two - Intake Assessment (1 per inmate for 40 min/86 max inmates) 40 min/86 max; Individual Counseling (17 units per inmate for 40 min/86 max inmates) 680 min/1462 max; Group Counseling (70 units per inmate for 40 min/86 max inmates) 2800 min/6020 max; Mental Health Intake Assessment and Report (1 per inmate for 1 min/5 max inmates) 1 min/5 max; Medication Monitoring (2 units per inmate for 1 min/5 max inmates) 2 min/10 max; Option Year Three Intake Assessment (1 per inmate for 40 min/89 max inmates) 40 min/89 max; Individual Counseling (17 units per inmate for 40 min/89 max inmates) 680 min/1513 max ; Group Counseling (70 units per inmate for 40 min/89 max inmates) 2800 min/6230 max; Mental Health Intake Assessment and Report (1 per inmate for 1 min/5 max inmates) 1 min/5 max; Medication Monitoring (2 units per inmate for 1 min/5 max inmates) 2 min/10 max. Option Year Four - Intake Assessment (1 per inmate for 40 min/92 max inmates) 40 min/92 max; Individual Counseling (17 units per inmate for 40 min/92 max inmates) 680 min/1564 max; Group Counseling (70 units per inmate for 40 min/92 max inmates) 2800 min/6440 max; Mental Intake Assessment and Report (1 per inmate for 1 min/5 max inmates) 1 min/5 max; Medication Monitoring (2 units per inmate for 1 min/5 max inmates) 2 min/10 max. The services described shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work, dated October 2005. The solicitation will be available on or after February 22, 2006, and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/.
